Augusta, Maine - Stephen H. Doane, M.D., accepted a reprimand from the Maine Board of Licensure in Medicine in a Consent Agreement signed May 18, 2012. In addition, Dr. Doane must cease prescribing controlled substances for the treatment of chronic pain. Dr. Doane practices in Biddeford.
Dr. Doane concedes the Board has sufficient evidence to conclude that he failed to adhere to Board Rule Chapter 21 "Use of Controlled Substances for Treatment of Pain". The concerns with Dr. Doane's care included failure to obtain medical records prior to prescribing controlled substances, failing to access and review the Prescription Monitoring Program prior to prescribing controlled substances, and increasing the dosage frequency and amount of narcotics four days after the initial prescription.
As a condition of the Consent Agreement, Dr. Doane is prohibited from prescribing controlled substances for chronic pain, unless he has a chronic pain patient in skilled nursing facilities or long term care facilities, in hospice care, or who has metastatic cancer.
All Board disciplinary actions are reported to the National Practitioner Data Bank, the Health Integrity and Protection Data Bank, and the Federation of State Medical Boards Action Data Bank. These reports are regularly reviewed by every state licensing board in the country.

The Board of Licensure in Medicine is the State of Maine agency charged to protect the health and welfare of the public by verifying the qualifications of physicians to practice, and disciplining physicians for unprofessional conduct and incompetence.
