Governor Finds Funding to Pay For New Drug Enforcement Agents, Judges, Prosecutors

Bill will go to Legislature on Thursday
Augusta, Maine - Governor Paul R. LePage will propose emergency legislation to fund his initiative to fight drug crime by adding Maine Drug Enforcement Agents, judges and prosecutors, which was a major initiative he outlined in his State of the State Address.

“Although my proposal was widely supported, it died when the Appropriations Committee failed to fund it,” said the Governor. “But this issue is much too important to let die. I am pleased that we have found the funding to help combat the drug epidemic that is ravaging our state. We cannot wait any longer. We must act now to crack down on drug dealers and make our streets safe for Maine families.”

The Governor will propose using revenue in the Unclaimed Property Fund account to pay for LD 1811, “An Act to Appropriate and Allocate Funds to Strengthen the State’s Efforts to Investigate, Prosecute and Punish Persons Committing Drug Crimes.” LD 1811 would add 10 new MDEA agents, two new District Court judges, deputy marshals and assistant clerks, and two prosecutors in the Attorney General’s office.

In addition, the bill would provide $750,000 to augment existing drug addiction treatment programs. The total cost of the proposal is about $2.5 million.

The proposal initially had broad bipartisan support in the Legislature, and it won endorsement from the judicial branch and law enforcement agencies across the state.

Maine Nursing Homes Facing Closure, Elderly At Risk

Governor provides funding solution in emergency bill
AUGUSTA, Maine – Governor Paul R. LePage will propose emergency legislation to immediately fund Maine’s nursing facilities, some of which are in jeopardy of closure. Governor LePage will send the bill to lawmakers Thursday, May 1, when they reconvene at the State House prior to adjourning the 126th Second Regular Session.

Maine nursing homes are struggling, and some are on the brink of shutting down. According to Rick Erb, chief executive officer of the Maine Health Care Association—an organization that represents 101 of the State’s nursing homes—funding is not adequate. “It is well documented that Maine under-reimburses its nursing homes by over $22 million per year already, threatening their viability,” he stated. “We believe this to be penny wise and pound foolish.”

The Governor’s bill will allocate funds for nursing homes from a one-time disbursement of tobacco settlement money (State of Maine v. Philip Morris, et al., Kennebec County Superior Court, Docket No. CV-97-134).

The Governor vetoed a bill (LD 1719) that would have used those funds for “pilot projects” and “outreach campaigns”, most of which could be funded with other grants. His veto message states:

There are nursing homes in Maine that are on the verge of imminent shutdown due to the decade-long failure of the Legislature to adequately fund them. They need funding now, not tomorrow, and not starting in June of 2015, which is when the Legislature’s proposed budget would start increasing their funding. The funding stream attached to this bill should be used to fund the pressing priorities of keeping the doors open at Maine’s nursing homes, as well as increasing adult day services, which help to keep seniors in their homes for longer. It’s time we figure out our priorities—a vote to override this veto is a vote to close nursing facilities.

“Our elderly and disabled should not be forced to live in fear of knowing if they will have a place to call home tomorrow, said Governor LePage. “I simply will not stand for this and it’s why I have provided a solution to pay our nursing homes to keep our most vulnerable Mainers safe.”

Digital Marketing Company to Expand in Rockland

Portland, Maine - The Portland Sea Dogs (15-7) offense came in averaging eight runs per game on the homestand and it exceeded that in the 10-2 win over the Reading Fightin Phils (11-11) Tuesday night at Hadlock Field. The win marks the second in a row, and third on the homestand for the 'Dogs.

The Sea Dogs jumped on Reading's starter Mike Nesseth with two down in the first. Travis Shaw hit a single to left and Stefan Welch crushed a two-run homer into the Portland bullpen and plated the first two runs of the game.

Nesseth (0-1) settled down and retired the next five in a row before he gave up a single to Mookie Betts in the third.

Support for Maine specialty crops announced

State officials say over $600,000 will support natural resource jobs

AUGUSTA, Maine - The Maine Department of Agriculture, Conservation and Forestry (DACF) announced that it has been notified by the U.S. Department of Agriculture (USDA) that it will receive $600,343.41 in Specialty Crop Block Grants for projects that help support specialty crop growers, including locally grown fruits and vegetables, through research, programs to increase demand, and for additional agricultural projects. The DACF is currently accepting proposals (RFP #201403710) from qualified applicants through the State of Maine Division of Purchases until May 20.

"Specialty Crop assistance funds will support science-based research by the DACF, University of Maine and private industry to create and sustain natural resource jobs," said Governor Paul R. LePage. "Maine has used these funds to conduct initiatives that assist producers of fresh fruits and vegetables and strengthen markets for specialty crops such as potatoes, wild blueberries, cranberries, other fruits, and horticultural crops."

DACF Commissioner Walt Whitcomb was equally pleased with the announcement, noting the importance and success of projects already conducted with Specialty Crop Grant Program funds.

"Maine specialty crops are world renowned for freshness, taste, and healthful properties," said Whitcomb. "Previously awarded grants have supported Maine growers and producers of wild blueberries, potatoes, vegetables, and other specialty crops. Successful Department initiatives have promoted: good agricultural, handling and manufacturing practices; research on ways to control invasive fruit crop pests; enhanced food safety education for organic and conventional producers; and the development of school agricultural programs."

The State of Maine Department of Agriculture, Conservation and Forestry, Division of Agricultural Resource Development has a requirement for grant proposals which, if approved, will become part of a State of Maine plan submitted for approval and funding from the USDA Specialty Crop Block Grant Program. In accordance with State procurement practices, the Department is hereby announcing the publication of a Request for Proposals (RFP #201403710) for proposals from qualified applicants.

Maine and the Specialty Crop Block Grant Program:

Since 2006, the Specialty Crop Block Grant Program, which is administered by the Agricultural Marketing Service (AMS), has awarded over $2.6 million dollars to the Maine Department of Agriculture, Conservation and Forestry to support the growing number of Maine specialty crop producers who are selling into local and regional markets.

Air Quality Resources Available Through Maine DEP

-The state's lead environmental agency is using the designated National Air Quality Awareness Week to remind Mainers about resources available for making informed decisions during elevated pollution periods, which have decreased in recent years-

AUGUSTA, Maine - Maine's air is clean and meets all of the federal air quality standards. With National Air Quality Awareness Week beginning today, the Maine Department of Environmental Protection is reminding Mainers of the free resources it offers for citizen tracking of the State's air quality.

Most of Maine's air quality concerns are a result of polluted air being transported into the state. In recent years, air quality in the State is the best it has been in decades, with only five days in 2013 when air quality was considered unhealthy for sensitive groups, compared to 19 days in 2002, during which there were also eight "unhealthy" days and one "very unhealthy" day.

DEP's meteorologists forecast air quality year-round using a color-coded air quality index. Two pollutants are of primary concern for impacts to the lungs and heart: ozone pollution, usually highest from May through September, and particle pollution, most elevated during the summer and winter months.

The people of Maine are fortunate that on most days in Maine, levels for both are measured in the "good" range (green) but when they rise into the "moderate" range (yellow), individuals who are sensitive to pollution should reduce their exposure and exertion. At the "unhealthy for sensitive groups" range (orange), even healthy individuals who are exercising or working strenuously can be negatively affected and should reduce their exposure in certain locations and during certain times of day.

Daily air quality forecasts are available on the department's website at http://www.maine.gov/dep/air and via a toll-free hotline at (800) 223-1196.

Forecasts can also be accessed each day on DEP's four air quality Twitter accounts, one for each region where alerts have been issued in recent years including midcoast (Twitter handle: meair_acadia), eastern interior (Twitter handle: meair_bangor), western interior (Twitter handle: meair_lewiston) and the southwest coast (Twitter handle: meair_portland).

People who are affected by poor air quality including asthmatics and those with heart conditions as well as sports coaches, elder care workers and nurses who are responsible for the welfare of people impacted by poor air quality are also urged to sign up for EnviroFlash http://www.enviroflash.info an automated, zip code based electronic alert system that warns when air quality is likely to be poor locally through text messages and email.
