The Rockland Report October 17, 2014

OFFICE OF THE MUNICIPAL FISH PIER DIRECTOR
 No permits were issued this week.
 The f/v western sea has offloaded 210,000 pounds of herring.
 The price per pound for new shell lobster is $4.20.
 Met with David Cole (consultant) on Capital Improvements Projects at the fish pier such as the pier resurfacing, pier pilings, and dredging for next year’s State Bonds for funding.

OFFICE OF THE HARBORMASTER
 Finished winterizing our rental moorings and put the barge away for the winter.
 Hauled out the Middle Pier floats for the winter and started some of the repairs for next year.
 Public Works helped us haul out a few of the Public Landing floats, we've got
plenty more to go, we are holding on to them a little longer than usual to
accommodate the American Cruise Lines vessels.
 Welcomed our last small cruise ship visits for the summer, they were already
scheduled for a visit much later than normal, but the bad weather had them
come for even another later visit.
 Met with the U Maine school group and their adviser to discuss the process they'll use as they study a design for a new Public Landing.

OFFICE OF THE LIBRARY DIRECTOR
 The second in a six-week workshop on memoir writing, led by local author and illustrator, Debby Atwell, and which the Library is co-sponsoring, was held on Tuesday.
 Due to the Columbus Day Holiday, there was no Adult drawing class this week; however, the Children’s drawing class theme was “pumpkin patches and
scarecrows”
 Judith Andersen was guest reader, again; we are so lucky to have her! She read Doctor DeSoto Goes to Africa by William Steig, Leaves by David Ezra Stein, and one other of the children’s choosing. They colored a fitting picture to go along with the reading and Jean Young sent them home with a more detailed craft to finish with their parents.
 I met with City Manager Luttrell to discuss the Library’s 2015 work plan.
 I attended a meeting of the PLEA, and one of the Friends of the Rockland Public Library.
 The Rockland Rhythm Masters were here on Thursday afternoon, a weekly event.
 This Thursday evening’s Arts & Cultural Events program was a Camden
Conference Community Event: Democracy for Russia? Maine seasonal resident,
Dr. Michael G. Roskin, offered an overview of recent Russian history through
current events and discussed ways that the situation there might play out in the
near future.
 A special Early Literacy Skills Storytime & Class for Parents and Caregivers was held on Saturday. Shannon Schinagl, Maine State Library’s Emergent/Family Literacy and Children’s Services Consultant, modeled a story time, pointing out all the early literacy skills as she read. The session included handouts, question and answer session for adults, and a playtime for the children.

OFFICE OF THE CHIEF OF POLICE
The officers responded to 147 calls for service. Rockland Police Officers responded to five motor vehicle crashes. Twenty six (26) traffic stops and traffic violations were conducted. The officers made multiple arrests of individuals for various offenses, warrants, drug offenses, traffic offenses, OUI, bail and probation violations, assaults, criminal mischief and arson.
 Officers investigated and apprehended an adult male who damaged a vehicle
owned by another and attempted to set the vehicle on fire. The male was
charged with aggravated criminal mischief and arson.
 Officer Gaylor completed a one-week course for emergency vehicle operations.
 All officers completed the Department’s semi- annual firearms qualifications.

OFFICE OF THE PUBLIC WORKS DIRECTOR
 City receptacle and building trash pickup for two days.
 Old County Road ditching and shouldering work including matting, hay, and
seeding for three days. Both sides of road between Rankin St. and Limerock St.
 Winter sand delivery from Hartland for three days to Public Works facility. Mixing with salt with loader and stockpiling for three days. Total of 1700 yards delivered this week. Balance of sand will be delivered on Monday because of rain on Friday.
 Pulled out some floats for harbormaster in Snow Marine Park.
 Cleaning catch basins for two days.
 Flushing drainage culverts on Old County Road for one day.
 Sweeping city streets for one day.
 Repainting crosswalks on Broadway and repainted parking stalls in the Orient/Oak Street parking lot.
 Checking and cleaning off catch basins, ditch culverts, and brooks before and
after the 2” of rainfall Thursday night/Friday morning.
 Picked up 2007 GMC dump truck from O’Connor’s in Augusta.

OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
 Reviewed, confirmed, and coordinated payment records for portion of
Community for Maine Futures project with Bookkeeping.
 Followed up on business expansion requests with property representatives or
owners.
 Attended Economic Development Council of Maine Board meeting.
 Drafted press release on recent business expansions in the City.
 Finalized Maine Arts Commission grant application.

OFFICE OF THE CODE ENFORCEMENT OFFICER
 John attended the City Council Agenda Setting Meeting on 10/15/14 and
Comprehensive Planning Commission meeting 10/16/14.
 John Root attended the MBOIA in Augusta 10/16/14.
 There were three complaints filed this week.
 The following permits were issued:
o 5 Building permits
o 1 Electrical permit
o 1 Miscellaneous permit
 The following permits were received by the Code Office this week:
o 3 Building permits
o 1 Electrical permit
o 1 Miscellaneous permit

OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
 Replaced the gearbox on the B.F.P. screw conveyer.
 Repaired the belt filter press incline conveyer.
 Held pre-bid conference for the Glenwood Avenue pump station valve
replacement project.
 Mailed out pre-lien notices.
 Inspected and mapped sewer and drain lines on Lisle Street.
 Tested two sewer laterals at O’Hara corp. property on Tillson Avenue for possible sea water infiltration.
 Collected water samples from Snow Marine Park for lab analysis.

OFFICE OF THE RECREATION DIRECTOR
 The rain this week has allowed us to look for any leaks that may still exist or
develop around the building. We have identified two small leaks and they have
been patched and are no longer leaking. This is one last hurdle that we have
been working towards resolving for a long time.
 The rain has also allowed for my crew to test the puddles of standing water from
different areas around Snow Marine Park. Hopefully we’ll have the results back
the first of next week.
 The whiskey barrel planters in the island in front of City Hall will be removed and
placed in the City Hall garage.
 The ice cream social for the mural was successful and a lot of fun. There were
about 60+ plus people who showed up and had a sundae with us and the artists
who worked on the mural over the summer.
