The Rockland Report 10-11-2013

OFFICE OF THE CITY MANAGER
 Attended a Labor-Management Workshop in Portland.
 Attended a Mid-Coast Transit update in Rockport.
 Began review of the street opening permit and procedures.
 Awarded bid for PenBay Acres Drainage Project to Ferraiolo.
 Facilitated the temporary placement of a piece of art work by Joe Auciello, titled “Genesis” in the Ferry Terminal Park. The Auciello’s know and understand that we are still working on the policy for reviewing and authorizing the displays of art by private parties on designated public spaces, and that this placement is only temporary, as we are trying to help promote public art and the newly established park. We are planning for an October 24th opening at 4:00 pm for the Ferry Terminal Park.
 Continued reviewing and revising CIP information with the Finance Director.

OFFICE OF THE HARBORMASTER
 We welcomed another visit of the M/S Regatta, (the last for this year) and we are looking forward to the Seven Seas Navigator's one visit next week.
 With the superlative help of Public Works, we removed a good number of the Public Landing floats for the winter, though there are still enough for the traffic we currently have.
 We winterized the rest of the city's rental moorings.
 The ramp for the floats at the lighthouse broke a hinge during Monday's storm and it will have to wait until the lighthouse group gets it ashore to get it fixed, so it too is done for the summer.

OFFICE OF THE CITY ASSESSOR
 Received the Proposed 2014 State Valuation and the amount is $751,700,000. This is a reduction of 1.75%. Total 2014 reduction for Knox County was 1.86%.
 Updating new sales & deaths.
 Personal Property.

OFFICE OF THE POLICE CHIEF 
The officers responded to 181 calls for service. Rockland Police Officers responded to 11 motor vehicle crashes. Thirty six (36) traffic stops and traffic violations were conducted. The officers made 10 arrests of individuals for various offenses, to include bail violations, domestic assaults, OUIs, disorderly conduct, and arrest warrants
 Rockland PD staff participated in the City wide safety and wellness day on Friday 10/4/2013.
 Detectives are working with Coast Guard Investigative Services on an investigation within the city.
 Officers are preparing for the National Drug Take Back event to be held Saturday10/26/2013 between the hours of 10 am and 2 pm at Rockland City Council Chambers, 270 Pleasant Street.
 Chief Boucher was informed that the Police Department will receive a grant from the Office of Substance Abuse to increase enforcement action on underage drinking, and furnishing alcohol to minors within the City over the next year.

OFFICE OF THE CODE ENFORCEMENT OFFICER
 John attended the City Council Agenda Setting Meeting.
 The Code Officers conducted several inspections of ongoing projects this week.
 There were six complaints filed this week.
 The following permits were received by the Code Office this week:
o 8 Building permits
o 5 Electrical permits
o 1 Plumbing permit
o 1 Sidewalk Encumbrance permit
o 1 Sign permit
o 1 Street Excavation permit

OFFICE OF THE FIRE CHIEF
In addition to responding to the normal flow of fire and EMS calls, apparatus checks, cleaning, repairs and maintenance to the fleet and cleaning and maintenance of the quarters, the following occurred:
 The Department continued to work on employee evaluations.
 The Department participated in the City-wide Safety Stand-down.
 The Department participated in Home Depot’s annual Safety Day.
 The Department provided Technical Rescue/Confined Space Entry coverage for FMC for the entire week as part of their annual plant maintenance shutdown. FMC reimburses the City for the cost of this coverage.
 The Department performed cleaning and maintenance at the burn trailers located at the City transfer station.
 The Department’s annual fire prevention activities are underway. This year’s theme is the prevention of kitchen fires.

OFFICE OF THE SOLID WASTE DIRECTOR
 Worked on finding a different source of material for daily cover in the landfill. Originally we were going to use the short paper fiber but the State now wants to charge us a $5 per ton fee for its use. With the new State fee we no longer will be able to afford this cover material. I have found an alternative cover material locally so we will not have to pay the State fee.
 Conducted monitoring well data collection.
 Submitted waste water pumping and analytical data.
 Terry Sprowl has been working on mulching and planting bulbs at the gatehouse between the scale and roadway.
 Mowed lawn and picked up litter.
 Stultz Electric changed out our variable drive that seemed to be defective. I am hoping that it is still under warranty. We also changed out the wet end of the quarry 2 pump as well as changing the discharge line and re adjusted the shutoff float. It looks like we will also have to change the Totalizer.
 Began working with the City Manager on proposed changes to the fee order in order to accommodate small demo jobs for single family household residents.
 Submitted equipment hours for the preventative maintenance plan with CAT.
 Participated in a MRRA government affairs committee conference call discussing several new proposed bills at the State committee levels. We also discussed the development of a DEP committee to review the department’s five year plan. I have been asked by the Solid Waste bureau director, Melanie Loyzim, to be on the Committee.

OFFICE OF THE LIBRARY DIRECTOR
 On Monday, we held the first of the new discussion series co-sponsored by the Camden Conference. Fifteen individuals attended.
 A talk was given by a representative of the Amazon Pueblo project which is a non-profit business founded here in Maine.
 We have had many positive comments about our building and our collection from people visiting us for the first time.
 Decorating for Halloween is ongoing at this point, with pumpkins and scarecrows. A Halloween storytime is planned for 10/31/13.

OFFICE OF THE FISH PIER DIRECTOR
 Working on next year’s permits and application process.
 The f/v Western Sea off loaded 610,000 lbs. of herring.
 Lobster price is around $3.35 a pound.
 Attended City Council agenda setting meeting.

OFFICE OF THE RECREATION DIRECTOR
 Very busy week! There were a few home soccer games this week that required staff and field preparation. They have gone very well and the seasons are going to be winding down over the next two weeks. The play offs for the 5th & 6th grade will be next weekend and both our boys and girls team have a very good shot at being in the championship game.
 The irrigation system has been removed from the Ferry Terminal Park and the cones and caution tape will be coming out in the next day or two.
 JMP swim area has been put to bed for the winter.
 We are trying to get a large wire spool from CMP so that we can roll the buoy line up to store for the winter.
 We have planted some new fall flowers around the Recreation Building. The fall colors enhance the front of the building as well as the island.

OFFICE OF THE GENERAL ASSISTANCE ADMINISTRATOR
 Made appointments for clients who did not have any scheduled.
 Met with clients who had scheduled appointments.
 Handled General Assistance inquiries.
 Updated General Assistance Paperwork and client files.

OFFICE OF THE PUBLIC WORKS DIRECTOR
 Trash pickups, catch basin cleaning, street sweeping, and sign maintenance.
 Crew called in to remove large tree branch on Masonic Street.
 Ditching work on Lake Avenue.
 Prepping asphalt areas and paved the Laurel Street sewer trench and skimmer ditch on Lake Avenue.
 Assisted Harbormaster and Rec Center with removing floats.
 Assisted with traffic control for art going into Ferry Terminal Park.
 Did a test of marking chalk for the Farnsworth Oz celebration. Unfortunately, this product could not be used directly on City sidewalks (pavers or concrete) due to staining. However, we found a solution, in that the Farnsworth will be able to paint on the edge of Museum Street towards Main Street and on Main Street in front of the Farnsworth building using a template on the asphalt only.
 Worked on ditching in Industrial Park off Thomaston Street.
 Completed cold patching work over a two day period.
 Michaud Electric checked on the outside lights at the Public Works Garage.
 Water Company update: (George Hall and Performance Paving) started paving trench cuts on Camden Street. (Sergeants) started water line work on Rankin Street, west of Broadway. (Ferraiolo Const.) Is making progress at Maverick Street and Old County Road.
 Picked up 48 foot trailer in Augusta to be used for storage.
 Mechanics replaced battery in Truck # 7, worked on Truck # 8 issue with starting, worked on Truck # 17 issue with starting, worked on brakes and State inspection Landfill trailer, State inspection on Truck # 32, Changed gutter brooms on Sweeper # 18, replaced rear end in Truck # 22, replaced throttle in Bucket Truck.
 Picked up new steel wing plow skin for Truck # 20.
 Next week plan on investigating a catch basin on Limerock Street; complete ditching in Industrial Park off Thomaston Street, and assist Harbormaster in removing more floats.

OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
 Attended and participated in New Brunswick Top 101 showcasing top business leaders in New Brunswick. Met with business owners in IT sector as well as property developers to introduce them to Rockland as location and opportunity for new investments.
 Reviewed and assisted with cruise ship visit noting and advising on improvements to passenger flow and improvements for Harbor Park and Trail. Noted improvements that may be incorporated into anticipated grant applications.
 Assisted and directed production of video shots for new videos on City Web page including visits to leading employers within the City.
 Advised and assisted in site development and business financing plans for potential new business expansions into the City.
 Reviewed and finalized close out of CDBG funds for Downtown.
 Follow up with contacts made in New Brunswick to encourage investments to City.
