Maine Department of Health and Human Services Commissioner Mary Mayhew has issued the following statement regarding the Department's contract with the Alexander Group:
The Alexander Group was appropriately chosen by the Department under the rules that govern contracting and is uniquely qualified to complete the work that is outlined in the contract.
The Group has proven expertise in evaluating State's Medicaid programs and has successfully guided reforms that have created more flexibility within Medicaid, which is a key component of Maine's reform efforts.
The notion that the cost of this contract is larger than most and, as such, should have gone out to bid is motivated by politics and reflects both selective and short-term memory. DHHS adhered to State contracting procedures, and the reality is that many more sizeable contracts have been issued in previous Administrations without going through the RFP process.
The Alexander Group continues to make steady progress on the work that must be delivered according to the contract. Delays associated with the initial analysis of the Medicaid program have been due, in part, to the Department's need to produce data in a more timely manner. We expect to receive a final report shortly.
We are confident that the work completed by the Alexander Group will be of the highest quality and will be valuable as Maine continues to reform its welfare programs to make them more efficient, cost-effective and sustainable and to ensure that we are serving those who are most in need.
