The Rockland Report


OFFICE OF THE CITY MANAGER
 A Request for Proposals to provide Fuel Products to the City has been issued.
 Held monthly department head meeting.
 Much of this week was consumed with the finishing details in order to present the FY ’14 budget to Council.
 We continue forward with the cannon restoration work and the site preparation. We are on schedule to have the cannon completed and placed in the park before Memorial Day.
 Met with the Harbor Management Commission and Harbor Master to discuss seeking changes to the federal channel in the north end.
OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
 Installed a new motor on No. 2 belt press.
 Completed final preparations for chlorination season.
 Carried out a Lindsey Brook e-coli testing round.
 Completed a phone interview with a prospective operator to replace Paul Baillargeon. Paul is retiring on May 24th.
 Inspected a section of Talbot Avenue sewer line with our new push camera.
 Continued cleanup at 109 Talbot Avenue.
 The Environmental Technicians attended a collection system training session this week. They will attend two more days of training, one day per week.
OFFICE OF THE POLICE CHIEF
In addition to responding to 164 calls for services this past week and 15 arrests; summons were made for various offenses, including Theft, Assault, Sex Offenses, Warrants of Arrest, Bail Violations, Domestic Assault, OUI and traffic offenses. Officers handled eight traffic crash investigations and six domestic and wild animal problems. Along with other duties and shift assignments, members of the police department were involved in the following highlights this past week:
 Drug Take Back Event Results:
 When Maine DEA completed the incineration process the statewide collection results were: 22,260 pounds for April 27, 2013. On April 27, 2013 over 742,497 pounds (371 tons) of prescription medications were collected from members of the public at more than 5,829 locations by 4,312 state, local, and tribal law enforcement agencies across the country. When added to the collections from the previous five Take-Back events, more than 2.8 million pounds (1,409 tons) of prescription medications have been removed from circulation in the US.
 In Rockland we have collected approximately 427 pounds of medication to include more than 11,000 dosage units of controlled medication during our seven events held in Rockland over the past three and ½ years.
 These efforts within our community mean a whole lot of medication will never have the opportunity to get in the hands of a toddler or enter our environment through flushing.
 Chief Boucher attended a Maine Underage Drinking Enforcement Task Force of Mid-Coast Maine meeting in Bath.
 CID arrested a 27 year old transient in Rockland for failing to comply with the Sex Offender Registry. This is the third offense for this subject.
 CID arrested a 26 year old transient for a Rockland burglary.
 Rockland Officers participated in the Career Day at Oceanside East High School.
 Traffic Enforcement Officer Troy Peasley participated in the ceremonies for Special Olympics regional games here in Rockland.
OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
 Reviewed budget and bid work for CDBG projects.
 Introductions and meetings with four existing companies and other community leaders regarding their business and future projects.
 Finalized survey of Cape Air passengers regarding visits and plans in Rockland and region.
 Participated in Board meeting and follow up on same for Economic Development Council of Maine.
 Participated in Camden Street Project Workshop.
 Continued dialogue and follow up regarding Harbor Trail and Rockland Main Street Design (signage) projects.


OFFICE OF THE CODE ENFORCEMENT OFFICER
 Attended the agenda setting council meeting on 5/6/13.
 Attended the Planning Board meeting on 5/7/13. The Board approved the Site Plan and Subdivision Review for 220 Camden Street, to turn a single family dwelling into five condominium units. The Board also approved US Cellular’s plan to replace an existing tower with one of the same height at 143 Rankin Street.
 License inspections were done with the Fire Department at Café Miranda, Myrtle Street Tavern, Sunfire Mexican Grill, Rock Harbor, Rock City Café, Conte’s and the new Roselyn Seafood (formerly Big Fish).
 There were four complaints filed this week.
 The following permits were received by the Code Office this week:
o Nine Building permits
o Two Electrical permits
o One Plumbing permit
o One Sign permit
OFFICE OF THE CITY ASSESSOR
 Processing Personal Property declarations that are being returned.
 Reviewed building permits for completion of work done.
 Calculated updates on permits.
OFFICE OF THE FINANCE DIRECTOR
 Approved Payroll Warrant.
 Budget – Finalized and Printed.
 Met with Community Development Director on the Community’s for Maine’s Future Grant.
OFFICE OF THE GENERAL ASSISTANCE ADMINISTRATOR
 Handled 34 different calls, walk-ins and e-mails.
 Handled 10 different appointments.
 Updated client files.
 Attended MMA Training.
OFFICE OF THE FISH PIER DIRECTOR
 One Lobster vessel Permits was issued this week.
 30 day docking lease agreement was issued.
 Camels to be placed in water next week. Delayed due to coordinating diver and crane service.
 Public works picked up debris and trash.
OFFICE OF THE HARBORMASTER
 Installed the floats at Snow Marine Park, though they still need a bit of adjustment before the main part of the season arrives.
 Started the new stand for the access ramp at the Middle Pier.
 Picked up the Harbormaster's boat from the repair shop from her winter maintenance.
 Met with an engineer to discuss a longer boarding ramp at the Public Landing.
 Finished most of the repair work for the floats in preparation of installation.
OFFICE OF THE PUBLIC WORKS DIRECTOR
 Six person crew working all week completing city wide spring cleanup.
 Assisted Fish Pier manager with cleanup of material. Loaded and hauled four large truck loads and five one ton loads to the Transfer Station for disposal.
 Assisted Harbormaster setting initial set of floats in water at South End boat launch.
 Spent two days completing our normal maintenance of signs.
 Spent two days picking up trash, including roadside cleanup.
 Completed four days of street sweeping, generally in the south and middle sections of town.
 Worked on repairs and servicing of the roadside mower, sweeper, backhoes and low bed trailer.
 Completed cold patching on Autumn St., Woodland St., and Old County Road.
 Mowed city owned parcels acquired through non-payment of taxes.
 Repaired a library window and assisted recreation center with bark mulch.
 Next week we plan to set more floats, start setting granite curb at Rankin block, install concrete pads for cannon and deliver cannon to Lyman Morse, make repairs to Sandy Beach parking area, grade and hydro-seed former MacDougal
School property, start painting city streets, continue with street sweeping on the middle and north ends of town .
OFFICE OF THE LIBRARY DIRECTOR
 We’re still waiting for the repair of the exhaust/sensor in the old wing rest room. This is the final open item in the Library’s contracted HVAC retrofit and upgrade.
 With the switchover to air conditioning season upon us, we discovered that the AC is not working. Energy Chair Pritchett learned this as he monitored the building’s automation system; after examining the system, it appears that there is a leak somewhere in the system. We are waiting for an assessment and cost estimate for the necessary repairs.
 Public Works crew responded to a request for help getting a ripped screen removed. City arborist, Keith Heal visited to take a look at the mountain ash in the front of the Library about which there was some concern. Though there is some rot at the base, the tree doesn’t seem to be in imminent danger.
 I attended the Council’s Agenda Setting Meeting, and the meeting of City department heads.
 After a five-week hiatus while Wednesday Story Time was supplanted by the Family Place Libraries™, the therapy dog was back—Maggie the lovely lurcher, and her handler Steve Seekins were back to add their special touch to the program.

 The Library will be holding a Teen Video Tournament this Friday and again two weeks later. Teens can just play, or compete for prizes. on Thursday evening as part of the Arts & Cultural Events series.
 On Saturday, the Children’s Librarian is hosting a “Mother’s Day Tea,” with finger foods and delicate crafts.
 The Friends of the Rockland Public Library are looking for donations of books, plants and baked items. The sale will be held on the Library lawn on June 8; if you are interested in donating any, I will be happy to connect you to the Friend in charge of the respective item.
OFFICE OF THE FIRE CHIEF
In addition to responding to the normal flow of fire and EMS calls, apparatus checks, cleaning, repairs and maintenance to the fleet and cleaning and maintenance of the quarters, the following occurred:
 A/C Micelli and Chief Jordan met with an apartment building owner regarding progress made toward code compliance on a downtown multiple-unit dwelling.
 A/C Micelli attended a water supply drill in Union on Saturday May 4th in advance of our adjusting our alarm responses to include tanker strike teams.
 Held a joint training session with the South Thomaston Fire Department including familiarization with Squad 3 and Tower 3.
 C-shift repaired spots on the fire station roof which have lost shingles over time.
 The Department sent Engine 1 to Toy Library and the firefighter/operator made a fire safety presentation to the attending children and parents.
 The Department conducted seven NFPA Life Safety Code (NFPA 101) inspections for business licensing.
 Shift training focused upon sizing up the emergency for better decision-making.
OFFICE OF THE SOLID WASTE DIRECTOR
 Submitted water pumping data and analytical results to the waste water treatment facility.
 The landfill compactor drive shaft disconnected resulting in the equipment becoming inoperable. Milton CAT was contacted and the drive shaft was repaired (the bolts unloosened). The equipment was under warranty.
 Serviced the compactor.
 The starter in the ¾ ton pick-up was replaced.
 We have issued 872 facility permits since the beginning of May.
 The walking beam bushings, leaf springs, drag link, seat air valve, and all axel alignment were performed on the Western Star Road Tractor in order to pass inspection.
 Worked on the Environmental Monitoring Plan with Rich Fortin form Drumlin Environmental.
 I contacted DEP about what would be needed to permit a drying pad for the drying and disposal of catch basin grit being generated from the waste water treatment plant/sewer system.
OFFICE OF THE RECREATION DIRECTOR
 The Recreation Building was hydro-seeded on Wednesday. The rain we have coming in the next few days should help this seed take root.
 Audette was here on Wednesday and adjusted the doors that lead to the roof.
 Summer Day Camp sign-ups have started and we have many openings to fill over the next few weeks. I am optimistic that we will be near 40 kids when camp starts on the 17th of June.
