The Rockland Report

OFFICE OF THE CITY MANAGER
 Provided layoff notices to employees affected by the reduction in force necessitated by the loss of revenue     sharing from the State of Maine.
 Met with the Parks Commission and Recreation Director in our first meeting to discuss, among other             items, getting the commission meeting again and the placement of Jay Sawyer’s art work at Sandy Beach.     We will attempt to get this set up and ready in the next couple of weeks.
 With the budget now finalized and ready, we will turn our focus to the capital improvement plan, tax               incremental finance projects, debt service analysis and the development of a needs assessment and               identifying available funding.
OFFICE OF THE RECREATION DIRECTOR
 The Recreation Crew worked on Harbor Park this week, keeping ahead of any work that we would need      to do for the Festivals.
 The Parks Commission met this week. They have elected a new chair and set up the next meeting. They       will be meeting on a monthly basis from now on.
 The Parks Commission approved the placement of the sculpture at Sandy Beach.
 The brook at JMP has been weeded and knocked down to allow for a better line of sight from the                bathhouse to the beach area.
 The cannon had the final coat of paint put on the shields.
 The Senior Bus Trip is set for the 24th of July - going on a boat ride and dinner in Portland. Should be            fun; let’s hope the weather holds up for them.
OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
 We ran the plant backup generator during peak NE demand this week to take advantage of demand             charge reduction.
 A belt filter press booster pump was repaired this week.
 The trailer bay door controller was replaced after the old controller failed.
 We completed another round of e-coli testing on Lindsey Brook to determine levels after a long period of     dry weather.
 A private six inch lateral sewer line is believed to be cracked around the intersection of Broadway and           Summer Street. The home is up for auction, therefore the lateral will need to be repaired before the home      is occupied.
 Traffic control on Berkley Street was carried out in order for a resident to line their private sewer lateral.
 Waldo and Glenwood Avenue pump station wet wells were cleaned this week.
OFFICE OF THE POLICE CHIEF The officers responded to 308 calls for service. Rockland Police Officers responded to 12 motor vehicle crashes. Eighty one (81) traffic stops and traffic violations were conducted. The officers made multiple arrests of individuals for various offenses, to include aggravated assault with a weapon, warrants, bail violations, domestic assaults, and OUI.
 The North Atlantic Blues Festival was an extremely busy period for the Police Department and I am pleased to say that it was without incident.
OFFICE OF THE CITY ASSESSOR
 Processing personal property.
 Completed test billing in Munis.
 Looking at August 9th as a commitment date.
OFFICE OF THE FINANCE DIRECTOR
 Approved Payroll Warrant.
 Approved A/P Warrant.
 Year End Work – general ledger work.
OFFICE OF THE FISH PIER DIRECTOR
 Issued two permits.
o Lobster vessel
o Storage area
 The F/V Western Sea off loaded 960,000 lbs. of herring.
 The F/V Western Wave off loaded in Portland this week.
 Lobster price is around $2.40 a pound.
OFFICE OF THE HARBORMASTER
 Weathered the North Atlantic Blues Festival with some of the best music they've had in years. The docks were just about full and there were no incidents on the waterfront.
 Started greeting the boats for the annual Friendship Sloop Days at the Public Landing, and gave our usual welcoming speech.
 Met with a representative of the Lobster Festival to start the communications for the arrival of their set-up crew.
 Reset another city rental mooring and sold another old one off the Harbor Park beach.
OFFICE OF THE CODE ENFORCEMENT OFFICER
 Attended the MBOIA meeting in Augusta 7/18/13.
 There was one complaint filed this week.
 The following permits were received by the Code Office this week:
o 5 Building permits
o 1 Electrical permit
o 4 Plumbing permits
o 2 Sign permits
o 1 Street Excavation permit
OFFICE OF THE FIRE CHIEF
In addition to responding to the normal flow of fire and EMS calls, apparatus checks, cleaning, repairs and maintenance to the fleet and cleaning and maintenance of the quarters, the following occurred:
 The Department continued its annual driver recertification with members working to complete their annual     road time training and evaluation.
 The Department trained on the use of the PID (Photoionization Detector) air monitoring equipment.
 The Fire Chief attended that summer meeting of the Knox County Mutual Aid Association in Owls Head.
OFFICE OF THE GENERAL ASSISTANCE ADMINISTRATOR
 Met with clients with scheduled appointments
 Made appointments for clients who did not have any scheduled.
 Handled General Assistance inquiries.
 Updated General Assistance Paperwork and client files.
OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
 Continued review of budget for Thorndike Parking Lot project. We anticipate that funds for this project         originally approved as part of the Community for Maine’s Future fund may soon be available. Reviewed       previous plans with Public Works, City Manager, and other City Staff. Reviewed project with engineering     firms for revised cost estimates.
 Sought input from engineering firms on Harbor Trail projects as per Harbor Trail Plan for purposes of           pursuing upcoming potential funding requests.
 Reviewed status of all CDBG funded projects with other City Staff.
 Met to prepare materials for City role in Maine Boat’s Home & Harbor Show.
 Met with Coast Guard City Committee to update and share progress of City signage plans.
 Met with Maine DOT Ferry Facility Manager to review plans for Ferry Park.
 Outreach and follow up with three existing businesses.
 Follow up and continued research and outreach on potential new investment plans Citywide as well as           focused meetings regarding implementation of portions of City Waterfront Area Development Plan.
 Attended and participated in EDAC meeting.
 Met with two potential applicants for Regional Micro Loan Program.
OFFICE OF THE LIBRARY DIRECTOR
 I’ve been having many conversations with staff, and others about the results of the City’s reorganization         and implications for the Library. As are all the City departments affected, we are feeling the blow, though       of course we plan to continue providing the best service we possibly can.
 It looks as though we have the next steps as we try to locate the leak in the water line to the AC chillers,       and I will be reaching out to WWTF Director Terry Pinto for some assistance with this. Dig-safe has been     on site, and marked as appropriate.
 Mike Donnelly (electrician) visited to look at repairs/modifications to two outside lamps, which have water     channeling along into the interior of the building.
 Therapy dog Mo delighted Storytime participants; he was here with handler Steve Seekins.
 Rob Duquette charmed his audience of kids and adults with a gentle and engaging song and percussion-         fest.
 Marty Schindler’s reading aloud of the Redwall books continued...come in on Thursdays as he reads             though the series.
 Thursday evening Arts & Cultural series featured Sally Smyth and Dawn Brown, speaking on Maine’s           black bear and the West’s grizzlies.
 Library Advisory Committee (and former Friends’ Board member) Carol Miller entertained young                 listeners at the Rockland Farmers’ Market.
 The first of two programs from KNO-WAL-LIN on choices for End-of-life was held on Saturday, and         will be continued on July 27.
 Upcoming events of note: Space Therapy® consultant Terry Cline will give a talk next Tuesday; Alan            Magee and Rob Shetterly will have a dialogue on social protest, social change & the role of art on                Thursday evening.

OFFICE OF THE SOLID WASTE DIRECTOR
 Installed the new totalizer for the Q2N pump.
 Submitted the preventative maintenance equipment hours to CAT.
 Began building up the area between the Q2N well casing and east quarry wall with clay where the leachate extraction line is located; in preparation for the next lift of material.
 Submitted the wastewater pumping and analytical testing results.
 Picked up parts for the mower at Hammond Tractor.
 We had two people come in on Monday to accommodate the Commercial Haulers extra trash generation     from the Blues Festival. The Commercial Haulers will be paying any overtime incurred.
 Worked on weeding the area under the facility entrance sign.
 Conducted monitoring well measurements.
 Obtained quotes for the materials for phase 2 of the gas collection system. We will be installing 1900’ of       perforated pipe.
