The Rockland Report January 3, 2014

OFFICE OF THE HARBORMASTER
 More work on getting the mooring permit renewals ready to send out next week.
 Out of approximately 600 moorings in the harbor, only about 20 missed paying for last year’s fee, less than 4%. They get individual letters reminding them to pay, and if not they will lose their spot, and maybe their mooring.
 Met with the Captains at the North End Shipyard to discuss their dock repair project and the prospects for the schooner business next year. Many of the schooners are for sale, and there could be major changes in ownership in the next few years.
 Talked to a prospective purchaser of the Apprenticeshop property about docks, floats and dredging.
 Talked to two more people interested in locating moorings in Rockland for next summer.

OFFICE OF THE CODE ENFORCEMENT OFFICER
 The Code Office received a Pre-Application Meeting Request for the Planning Board to review a proposal for a 15 unit Cluster Development Subdivision of single family detached houses on property located at 194 Maverick Street. The Board will review the application at its next meeting Jan. 7, 2014.
 A Building Permit was submitted for alterations/renovations to the building at 435 Main Street. The building was formerly the home of “The Store”. The first floor will remain retail space with the upper floors being converted to dwelling units.
 There were no complaints filed this week.
 The following permits were received by the Code Office this week:
o 1 Building permit
o 1 Electrical permit
o 1 Plumbing permit

OFFICE OF THE FISH PIER DIRECTOR
 Two Lobster Vessel permits were issued this week for calendar year 2014.
 Waiting on Prock Marine to conduct a maintenance survey of the piles, chocks, and whalers around the pier. Cost estimate for repairs to follow. Weather still has not cooperated.
 Met with John Holden to go over completed designs before applying for grants on various CIP‘s at the pier facility.
 Close out of 2013 permits. Final user bills for calendar year 2013 were submitted to the Finance department.
 Current Lobster price is $4.50 a pound.

OFFICE OF THE SOLID WASTE DIRECTOR
 Worked on 2014/2015 budget.
 Completed painting and removal of masking on MSW compactor number 1, the
unit is not up and running.
 Submitted hours on all CAT equipment for preventative maintenance scheduling.
 Completed monitoring well readings.
 Plowed and shoveled snow.
 Continued installation of one of the air ride seats in the D5M.
 Began work cell preparation work on the far north end of quarry 2 north.
 Conducted routine gas scans of landfill

OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
 Meeting with Rockland Main Street, Inc. outgoing-executive director and with
President of Board to discuss current projects and transition to new Executive
Director and coordination with City CED efforts.
 Meeting with company regarding redevelopment project in Downtown
 Meetings with two with existing businesses to discuss their business expansion goals
and to recommend sources of capital.
 Meeting with two new business or capital investors considering new venture or
project in the City
 Review of projects and CD efforts and drafting of update memo to Temporary
City Manager
 Review of 2014 and continued consideration of drafting 2015 CED budget
 Continued drafting and completion of potential grant application materials for
Community and Arts Development Project
 Review of engineering report and meeting with Fish Pier Director regarding capital
investment needs for Fish Pier

OFFICE OF THE POLICE CHIEF
The officers responded to 233 calls for service. Rockland Police Officers responded to
three motor vehicle crashes. Forty six (46) traffic stops and traffic violations were
conducted. The officers made 30 arrests of individuals for various offenses, to include
bail violations, OUI, Drug violations and arrest warrants.
 CID assisted Rockport Police Department with a felony theft investigation.
 The Police department was advised by Knox County Community Health Coalition
that the department will be receiving a grant to assist in the efforts to address
under age drinking laws within the city over the next 6 month.
 Parking Enforcement officer Troy Peasley met with New England Patriots
Quarterback Tom Brady to help in raising funds for Best Buddies of Massachusetts.
Best Buddies helps youth with physical and intellectual disabilities.

OFFICE OF THE LIBRARY DIRECTOR
 It has been a (relatively) quiet week in Lake Woebegone—oops, I mean at the
Rockland Public Library.
 The Adult Art class by Catinka Knoth welcomed students, as did the Children’s
Drawing class which continues each Tuesday afternoon. With the early closing on
New Year’s Eve, that class was held an hour earlier.
 The Children’s Writing Club met; if you’ve not yet seen the book they published, I
urge you to (literally) check it out, or take a look at the Reference copy: call
numbers J 818 CHI or REF J 818 CHI.
 I continued working on the preliminary budget request for FY 15.
 The Thursday evening program will be re-scheduled, as we closed early, due to
weather conditions.
 Upcoming events of note—a new series entitled The Arts...for Kids & their Families
at the Rockland Public Library, will be starting in January, beginning with music,
film, and drama.
 Did you know?—the Rockland Public Library is planning an Open House/Valentine
to the Community on February 12. Mark your calendars, and stay tuned for more
details.

OFFICE OF THE FIRE CHIEF
In addition to responding to the normal flow of fire and EMS calls, apparatus checks,
cleaning, repairs and maintenance to the fleet and cleaning and maintenance of
the quarters, the following occurred:
 With the exception of the residents of Barter Road losing their electrical service
from early in the morning of December 23rd until late in the day on Christmas Eve,
the City escaped the ice storm unscathed.
 Once again, the shoveling of hydrants was completed. It appears that the winter
of 2013-2014 will provide a significant refresher on hydrant locations.
 The Department finished CY 2013 with 2,082 calls for service.

OFFICE OF THE PUBLIC WORKS DIRECTOR
 Plowing/scraping roads and sidewalks from a 2” snowfall after a period of rain on
Sunday night into Monday. Continued to treat roads with salt/sand on Tuesday
because of icy conditions.
 Cleaning up snow/ice in various areas around the city with loader and backhoe
on Tuesday.
 Plowing/sanding due to snow storm starting on Thursday morning into Friday.
 Mechanics replacing a couple of cutting edges on plows and repaired front end
hub for 2001 GMC dump truck.

OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
 Responded to sewer blockages on North Main and Franklin Street, both blockages
were a homeowner issue.
 Helped Public Works with plowing this week, and worked on snow removal around
the plant.
 We installed safety beacons on the inspection trailer.
 Worked on sewer line mapping and tracing lines.
 Installed a new valve in the primary pump room and repaired another valve.
 Completed some painting inside the main plant building.

OFFICE OF THE GENERAL ASSISTANCE ADMINISTRATOR
 Made appointments for clients who did not have any scheduled.
 Met with clients who had scheduled appointments.
 Handled General Assistance inquiries.
 Updated General Assistance paperwork and client files.
 Filed end of the month reports with the State.
 Filed Interim Assistance forms with the State and Social Security Administration.
