The Rockland Report
OFFICE OF THE CITY MANAGER
Along with the Community Development Director and Public Works Director, I met with MDOT officials to discuss Old County Road and the MPI program.
Along with the Public Works Director we met with MDOT officials, Contractors, and Utility Representatives to discuss the Main Street work and to conduct a pre-construction walk of the site.
Conducted a site review of the cannon. They are coming together nicely. The concrete pads have been poured; the bases have been fabricated and constructed. They will be painted early next week and are on schedule to be placed in Chapman Park for Memorial Day.
OFFICE OF THE RECREATION DIRECTOR
Half of the parking area at Sandy Beach was leveled and hydro seeded. We will leave this parking area closed off in order to give the grass seed ample time to take root and ensure the grass is healthy before allowing cars to park on the grid system. We will also be coordinating with Public Works to make this a “no idling” area in order to help keep the grass parking area as healthy as possible.
Winslow-Holbrook and Chapman Parks were weeded and mulched.
We are having the front and sides of the building painted, which should be completed next week.
We have added two new areas to the mowing contract: the area outside of the fence at the treatment plant and the area along the side of the Samoset Road.
We have set up a temporary summer soccer field at Snow Marine Park, this is for practices and pickup games.
Pen Bay Glass was here this week to finish up the caulking around all the windows.
McCormick has sent in a worker to skim coat the damage in the RDNA office.
I have called Kelly about the guide wire on the telephone pole near Union Street. Once fixed the 1B phase of the project will be completed.
OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
We had Ted Berry camera the collection system around Tributary B this week.
The vacuum truck was sent out for repairs.
Environmental Technicians attended a second day of collection system training.
The contact chamber mixers were serviced.
No. 3 RAS pump mechanical seal was replaced.
The belt filter press incline conveyor was repaired this week.
OFFICE OF THE POLICE CHIEF
In addition to responding to 165 calls for services this past week. Five arrests / summons were made for various offenses, including Criminal Threatening, Domestic Assault, and traffic offenses. Officers handled 12 traffic crash investigations and 4 domestic and wild animal problems. Along with other duties and shift assignments, members of the police department were involved in the following highlights this past week:
Chief Boucher attended the Maine Underage Drinking Enforcement Task Force of Mid-Coast Maine meeting in Bath on Friday of Last week.
Chief Boucher met with a representative of the Bureau of Motor Vehicles concerning future local office plans.
Secretary Sandi Freeman has been working with District court personnel to coordinate judicial dispositions concerning RPD case file clearance status for Uniform Crime reporting purposes.
Rockland Officers have been assisting Maine Drug Enforcement with ongoing drug investigation within the city of Rockland.
Drug Take Back Event Results: On Saturday April 27, 2013, 121 pounds of medication to medication were collected at City Hall during our event held in Rockland. The medication collected included more than 1795 dose units of controlled substances. We wish to thank our partners for their support once again for this event in our community: Rockland District Nursing Association , Knox County Community Health Coalition, PenBay Healthcare, Penquis ,Knox County Emergency Management and Briggs & Wholey LLC for their assistance with the Yellow Dot Program.
OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
Followed up, updated database on local business contacts; outreach and follow up to those and additional business in City.
Followed up with Maine DECD regarding status and update of contract for Community for Maine Future (Bond) funding; reviewed and updated budget on same.
Attended and advised RMSI Design Committee meeting regarding signage plan and recommendations.
Attended and advised on input with Maine DOT regarding upgrades to Old County Road.
Meetings regarding advertising for marketing the City and city events.
Advised in final preparations for materials for Cruise Symposium.
Reviewed and finalized recommendations for contracts for bid and oversight of Ferry Park, Winslow-Holbrook.
Attended walk-through with citizens as completion of Project Canopy grant.
OFFICE OF THE CODE ENFORCEMENT OFFICER
The Code Office received a Site Plan Review Application for a Change of Use at 110 Union Street. The proposed change is from a single family dwelling to mixed use with retail on the first floor and an apartment on the second floor.
There were two complaints filed this week.
The following permits were received by the Code Office this week:
o Five Building permits
o One Driveway permit
o Six Electrical permits
o One Plumbing permit
o One Sewer Connect permit
o One Sign permit
o One Street Excavation permit
OFFICE OF THE CITY ASSESSOR
Received the March declaration. Seven out of 16 were good and had a ratio of 1.17%.
Processing Personal Property declarations that are being returned.
Reviewed building permits for completion of work done.
Calculated updates on permits.
OFFICE OF THE FINANCE DIRECTOR
Approved Payroll Warrant.
Approved Accounts Payable Warrant.
Met with Department Heads on CIP Plan.
Attended Budget Meeting.
Attended RDNA Board Meeting.
Opened Heating Fuel Bids – results will be published next week.
Attended Midcoast Veterans Memorial Board Meeting.
OFFICE OF THE FISH PIER DIRECTOR
One Lobster Vessel Permit was issued this week.
Camels were placed back in water at berthing area of f/v Western Sea.
Maine Boats, Homes & Harbors Inc. removed 10 of 14 floats from storage and placed in harbor.
OFFICE OF THE HARBORMASTER
Finished Snow Park launch ramp floats.
Hooked up the water to all of the parks.
Installed Middle Pier Floats and water service, though we need to add a few more rolling saddles around a few pilings.
Installed the dinghy floats and ramp at the Public Landing.
Installed the main floats and ramp at the Public Landing.
Launched more floats for installation, hopefully completing the installation next week.
OFFICE OF THE PUBLIC WORKS DIRECTOR
Painting of streets in south area of city including crosswalks, stop bars, and railroad crossings.
Street sweeping primarily in the middle section of the city. Cleaning areas in preparation for the centerline/edge line contracted painters.
Resetting old granite curb at the Rankin block area in preparation of MDOT paving project.
Completed and all day annual safety training for the entire crew at the Camden Snow Bowl. Courses were taught by Safety Works.
Miscellaneous seeding work between Talbot Avenue and Summer Street.
Prepped half of Sandy Beach parking area, hydro seeded, and temporarily barricaded until grass firmly established.
Installed two concrete cannon bases in Chapman Park. Transported two cannon and balls from Rockland Marine to Lyman Morse.
Mowed city owned properties.
Met with FEMA to finalize paperwork for the declared snow storm.
Adjusted several manhole frames on Main Street and Union Street in preparation of the MDOT milling operation.
Preconstruction meeting with MDOT/Lanes Construction regarding Main Street and Union Street paving project. Also attended a site walk to identify utility structures that need to be adjusted in the planned milling areas. Lanes plans to start construction work on Sunday evening at 8pm with the milling of pavement on Main Street from Park Street north. All work is planned for the night time period Monday through Thursday 8pm – 6am.
Attended meeting with City Manager, Community Development Director, and MDOT personnel regarding planning for Old County Road paving options as well as other major collector roads in Rockland.
Assisted Fire Department moving materials in compound behind city hall.
Mechanics worked on mechanical street sweeper, recreation department pickup truck, and Holder sidewalk machine.
Assisted Harbormaster installing floats in water at Snow Marine Park.
Next week we plan to sweep streets mainly in middle area of city; adjust manhole covers on Main Street and Union Street; pickup and set flowers and flags on poles on Main Street and Park Street; pickup cannon and balls and set in Chapman Park; set out remaining 1/3 of trash cans around city; grade and hydro seed MacDougal property; reset granite curb at Rankin block and regrade sidewalk; paint city streets starting with Broadway crosswalks; Markings Inc. planning on painting center and edge lines; start roadside mowing; and install plaque on rock at park by Dunkin Donuts.
OFFICE OF THE LIBRARY DIRECTOR
The final open item in the Library’s contracted HVAC retrofit and upgrade can be closed at long last. The sensor/light/exhaust fan in the old wing rest room are now working in concert, and as expected.
The Air Conditioning issue was checked; one circuit had lost all refrigerant. The Library has received a proposal for onsite repairs of the leak, if possible and the recharging of the system.
Children’s Librarian Jean Young is holding a Stamp Program all week, with beautiful stamps given out to participants. Stamps are a great way to connect kids with the world, geography, history and culture.
Staff members Ben Blackmon, Patty King, and I attended a meeting of the Northern Maine Library District (NMLD) Spring Council, where we took away some great ideas from two workshops.
At that same meeting, I was elected to serve on the NMLD Executive Council, as a public library representative. Among other things, the Executive Board members help plan and assist at District Council meetings, serve on NMLD committees, bring concerns of your constituency to the attention of the Board and share Board information with public libraries.
Proudly bearing her newly earned certificate as a Therapy Dog, Leeloo and her handler Steve Seekins brought an added element of joy to Story Time.
It was a return to Sherlock Holmes with They Might Be Giants, in which George C. Scott plays a retired judge who thinks he is Holmes as part of the Arts & Cultural Events series on Thursday evening. By the way, almost every movie shown at the Library is available for borrowing, if you miss the program.
I attended the Friends’ meeting—just to remind you--The Friends of the Rockland Public Library are looking for donations of books, plants and baked items. The sale will be held on the Library lawn on June 8; if you are interested in donating any, I will be very happy to connect you to the Friend in charge of the respective item.
OFFICE OF THE FIRE CHIEF
In addition to responding to the normal flow of fire and EMS calls, apparatus checks, cleaning, repairs and maintenance to the fleet and cleaning and maintenance of the quarters, the following occurred:
Met with FEMA representative to discuss allowable expenses for Fire/EMS responses during the February blizzard.
Held an all-hands drill on vehicle extrication using automobiles received by Rockland PD via forfeited assets program.
Reviewed Capital Improvements Program with the Finance Director.
The Department conducted one Life Safety Code (NFPA 101) inspection.
Rescue 1 was sent to Diesel Fuel Systems, Inc. in Bangor in hopes of extending its service life by an additional year.
The Fire Chief and the duty shift attended the Make-A-Wish walk kick-off in order to raffle a dinner for four at the fire station to support the program.
OFFICE OF THE SOLID WASTE DIRECTOR
Picked up parts and repaired riding lawn mower. The drive belt, starter and deck pulley had to be replaced.
Cleaned swap shop.
The North pump had shut down and Stultz Electric was contacted to trouble shoot the problem. It appears that the variable drive display pad had failed. Until the new display arrives, we have installed an older one to get by.
We have issued 1,082 facility permits since the beginning of May.
Brett Mank, our new light equipment operator, started on 5/14/13. Brett’s main job will be running the landfill compactor and filling in at the gate house. Brett has been training on compactor operation this week.
I have been working on a waste awareness slide show and we are planning to air this on the public access channel.
