The Rockland Report Week of March 8, 2013


OFFICE OF THE CITY MANAGER
 Held monthly department head meeting.
 Attended MMA LPC meeting in Augusta.
 Met with area managers to discuss concerns with the Governor’s proposed budget and its impacts on local municipalities.
 Attended Rockland Main Street meeting.
 Continued to prepare budget information.

OFFICE OF THE POLICE CHIEF
In addition to responding to 186 calls for services this past week and making 21 arrests; summons were made for various offenses, including motor vehicle burglary, OUI, aggravated drug trafficking, Obstructing Government Administration, Criminal Trespassing, and warrants. Officers handled three traffic crashes. Along with other duties and shift assignments, members of the police department were involved in the following highlights this past week:
 The patrol division arrested Robert Sukeforth (41 years of age) from Rockland for multiple motor vehicle burglaries.
 C.I.D. executed a search warrant which was related to a residential burglary that occurred about two weeks ago on West Meadow Street in Rockland. During the execution of this search warrant an item that was stolen during the burglary was recovered. As a result, Heidi Moores (02/13/84) was arrested for Unsworn Falsification, Hindering Apprehension and Receiving Stolen Property.
 Officer Redden arrested William Rankin (12/11/65) for O.U.I and who was in possession of over 300 tablets of 30 mg Oxycodone pills. C.I.D. is conducting the follow-up investigation along with Officer Redden.

OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
 Continued working on downtown CDBG for Thorndike.
 Reviewed proposals for landscape design at Ferry Park with Parks Director.
 Outreach meetings with Maine & Company, Maine International Trade Center and other developers.
 Met with Coastal Children's Museum.
 Met with the director of Midcoast County Economic Development District.
 Made contact with existing businesses and followed up with others.
 Meeting with invited developer, re: Tilson Avenue, Walmart, other.
 Responded to call referred to by CEO to discuss existing business plans with Linwood Windows.



OFFICE OF THE CODE ENFORCEMENT OFFICER
 Attended the City Council Agenda Setting meeting and assisted in the introduction of proposed changes to the TB1 and TB2 Zones.
 Attended the Planning Board meeting and the Board approved the preliminary subdivision plan for a five unit condominium at 220 Camden Street. A site walk has been scheduled for March 14, 2013.
 Began review and requested additional information regarding the installation of an elevator at 315 Main Street.
 The Code Office along with Wastewater Treatment personnel are working on the issue of grease affecting the sewer main on Camden Street.
 Will be meeting next week with an architect to review submissions to the Planning Board for the proposed use of the Lincoln Street Center.
 License inspections were done with Fire Department personnel at the Ripples Inn.
 There was one complaint filed this week.
 The following permits were received by the Code Office this week:
o Two Building permits
o Four Plumbing permits
o Two Sewer Connection permits
o Two Street Excavation permits

OFFICE OF THE FISHERMAN’S PIER DIRECTOR
 One Permit was issued this week for a Commercial building material transport.
 Attended City Council agenda setting meeting.
 Met with Mr. Beal, (a marine surveyor), on acquiring an estimate on surveying the depth of water around pier for a map of the bottom for future possible dredging.
 Attended City Managers Department Head meeting.

OFFICE OF THE CITY ASSESSOR
 Processing Personal Property declarations returns.
 Finalizing one Abatement request.
 For the year 2012 there were 54 good sales with an average ratio of 102%.

OFFICE OF THE FINANCE DIRECTOR
 Approved Payroll Warrant.
 Attended Agenda Setting Meeting.
 Budget Work.

OFFICE OF THE HARBORMASTER
 Now, this has been a busy week for processing moorings. The mail is chock full of renewals, but people are coming in one right after the other. It's great, I expect more of the same next week.
 Met with the Finance Director to work out my MUNIS purchasing issues.
 Met with the City Manager and Frank O'Hara to discuss possible improvements to the federal channel in the North End to encourage commercial development.
 Worked on the department's budget to further cut expenses.

OFFICE OF THE PUBLIC WORKS DIRECTOR
 Completed four city-wide road sandings all after regular hours due to ice.
 Attended Old County Road Committee meeting and we are working on an improvement related priority list.
 Spring time, frost related road posting signs were put up. The mountain area including West Meadow Road, Bog Road, Sherers Lane, and the Thompson Meadow Road are now all posted. We also posted Thomaston Street starting at Moran Drive in conjunction with Town of Thomaston posting.
 Received scheduled water line replacement plans (cast iron upgraded to ductile iron). Schedule for this year includes Park Street from Highland Street to Payne Avenue – 1,260 lineal feet; Camden Street from Maverick Street to Camden Street Terrace – 660lf; Rankin Street from Sweetland Street up 1,270lf towards Old County Road; Glen Street from Camden Street to Waldo Avenue – 1,290lf.
 Numerous potholes are continually created with the thaw and crews were sent out all week cold patching these potholes.
 Reworking sand stockpile because of frozen clumps. This must be done several times during winter period so the sand doesn’t plug up sanders because it’s stored outside and not under cover.

OFFICE OF THE LIBRARY DIRECTOR
 The Library received the final distribution check from the estate of Elizabeth Tyrrell. Formal acceptance by Council is scheduled for April.
 I completed and submitted the Public Library Data Service Statistical Report for Fiscal Year 2012. This is a nationwide project from the Public Library Association, a division of the American Library Association.
 Hosted Dr. Vandersloot, a practitioner of alternative medicine, who shared his own journey with cancer: This is My Story, This is My Medicine - An Integrative Approach to Cancer.
 After a two-week hiatus, Therapy Dog Story Time resumed, with the noble Scottish Deerhound, Mo, and his handler Steve Seekins.
 A Nook eBook workshop was held this Thursday afternoon.
 The Friends of Rockland Public Library hosted a wonderful farewell bash for Steve Donoso, whose last work day was Thursday. It was well-attended by the community, which so enjoyed Steve and his programs over the years.
 The Thursday Evening’s Arts & Cultural Event was a Camden Conference co-sponsored talk: The World's Policeman? Iraq, Afghanistan and the Next Just War with Kate Braestrup.
 On Saturday, the March of the Elephants continues, with story and song about the noble pachyderms and the opportunity to add a decorative patch to the “Patchwork Elephant” in the Children’s Room.
 I attended the Agenda Setting meeting of the City Council, the Department Heads’ meeting; I met with the Finance Director, and with Library staff.

OFFICE OF THE SOLID WASTE DIRECTOR
 The old recycle building was power washed in preparation for paint.
 Submitted equipment hours to CAT as part of the preventative maintenance agreement.
 Met with Councilor Pritchett and IRC about possibly installing solar panels on a portion of the Solid Waste Facility property to be used to supplement energy used at the facility.
 Toured the Riverside Recycling Facility, a C&D transfer facility in Portland that was once a landfill. It was interesting to see how Portland transitioned from a landfill to a transfer area. I am trying to gather as much information as I can so that it can be used as we develop our own C&D concept plan as we prepare for landfill closure.
 Met with Mark St. Germain of St. Germain & Collins to review the concept drawings on the future C&D transfer area.
 Collected water level data from 12 monitoring wells and 23 piezometers.
 Submitted yearly City of Rockland annual report for the Solid Waste Facility.

OFFICE OF THE RECREATION DIRECTOR
 The park design has been going well. John and I have met with a designer who will be showing us concept plans next week. These concepts will be reviewed by the Parks Commission and Rockland Main Street Design Committee. Once final concepts are developed we will prepare a construction cost estimate.
 The new weight room equipment arrived this week. We will be painting the room this weekend and a new floor is going down in the next week. The whole room will be set up and ready to go in about two weeks. This will give us a greatly improved room for the community to use.
 I will be meeting with the designer to look at the changes to the sidewalk grant that were proposed by the City Council and will have them ready for review by council in the next month.
 Travel team tournaments this weekend: Boys 5th & 6th in Orono, Girls 5th & 6th in Brunswick, Girls and Boys 4th are in Warren. Good luck to all the teams.

OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
 Completed a manhole survey on Waldo Avenue, Glen Street and Samoset Road.
 Worked with Knox County sheriff and EMA on sewer line break at their new facility.
 Inspected a sewer connection on Rankin Street.
 Replaced corroded pressure gauge nipples on the RAS pumps.
 Wilcox Electric worked on the plant upgrade project.
 Completed pipe repairs on the chlorination chemical systems.
