The Rockland Report Week Of March 22, 2013
OFFICE OF THE CITY MANAGER
Continued work on site location for new public works garage.
Met with multiple department heads to review scheduling, operations, and other cost factors as well as reviewed user fee rates for the budget.
Attended a listening session with our local and area representatives at the Knox County Courthouse.
Met with Ann Morris of the Historical Society so she could view the cannon and work on alternatives to restoring them.
Continue discussions with MDOT on upcoming road work and future projects.
Attended Chamber Business Expo at the Samoset Resort.
OFFICE OF THE POLICE CHIEF
In addition to responding to 217 calls for services this past week and making 21 arrests; summons were made for various offenses, including Tampering with a Witness, Falsifying Physical Evidence, OUI, Alcohol offenses, Bail Violations, Texting while Driving and warrants. Officers handled 10 traffic crashes. Along with other duties and shift assignments, members of the police department were involved in the following highlights this past week:
Officers are working with the State Attorney General’s office concerning an Aggravated Trafficking in Unlawful Drugs.
Officers assisted Oceanside East High school with a lockdown drill. Members of the Knox County Sheriff’s Department assisted with this exercise.
The Department received word that it has been awarded an ATV enforcement Grant from Inland Fisheries and Wildlife.
Sergeant Camporiale has submitted an RFP for a Seat Belt enforcement grant through the Bureau of Highway safety.
Officers conducted High Profile targeted enforcement events this past weekend for impaired driving. Numerous violations were cited.
OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
Finalized and held interviews for consultants for Brownfield Program.
Attended Chamber Business Expo and held other business outreach meetings and made follow up phone calls.
Reviewed, revised and prepared recommendations for City portion of CFMF (bond) funds, if released.
Confirmed contract status of Project Canopy funds with State and current situation of project contract and contractor invoices.
Advised and reviewed current transportation projects and funding opportunities.
Reviewed current TIF funding and projections to meet capital investment needs.
OFFICE OF THE FIRE CHIEF
In addition to responding to the normal flow of fire and EMS calls, apparatus checks, cleaning, repairs and maintenance to the fleet and cleaning and maintenance of the quarters, the following occurred:
The Fire Chief completed his work with the hiring board for the Rockport Fire Chief’s position.
Two Life Safety Code inspections/consultations were conducted, one for a certificate of occupancy and one for the installation of an elevator.
Firefighters and officers attended our annual, mandated Hazardous Materials Operations update on Saturday.
The Fire Chief and Assistant Chief Micelli attended the monthly Knox County EMA Directors’ meeting where several items, including school security, were discussed.
The City has received confirmation of receipt of an Emergency Management Performance Grant (EMPG) in the amount of roughly $5,500.
The Emergency Management Director has received a copy of the letter from Governor Paul LePage to the President requesting federal assistance for the historic February storm. This will be passed on to the City Manager. If the request is granted, the City stands to be reimbursed for $57,000 of its storm-related expenses.
OFFICE OF THE CODE ENFORCEMENT OFFICER
John accompanied the State Manufactured Housing Board Inspector on an inspection of the installation of a new mobile home in Sunset Terrace Park.
Busy week with inspections and telephone calls.
Attended a day long workshop on GIS in Augusta.
Attended the Comprehensive Planning Commission Meeting.
There were two complaints filed this week.

OFFICE OF THE FISHERMAN’S PIER DIRECTOR
No Permits were issued this week.

OFFICE OF THE CITY ASSESSOR
January transfers are in. Total of 18 with five good sales with a ratio of 102%.
The Aldersgate case against the City has been dismissed.
Will be starting outside reviews of building permits.

Handled 38 different calls, walk-ins and e-mails.
Handled seven different appointments.
Updated client files.
Submitted reports to the State.
Submitted requests for Social Security reimbursements and initial payments for interim assistance.
OFFICE OF THE HARBORMASTER
Processed mooring permits and began planning for our summer dock stewards.
Attended the annual Harbormaster training at the Maine Maritime Academy in Castine. Among other things we took classes to update our CPR status, and stay current on issues like harbor usage, planning and moorings. We listened to presentations by representatives of the SHIP grant, the BIG program, the Army Corps of Engineers, the USCG, Maine Marine Patrol and others. It is always a great chance to update our skills and meet the other folks involved in our endeavors.
OFFICE OF THE PUBLIC WORKS DIRECTOR
Attended a meeting to review future lay down area that would be required after capping the landfill. This needed to be considered before moving forward with Public Works facility analysis. There appears to be sufficient room, at this point, for both the lay down area and a new building/salt sand shed to coexist. Gartley & Dorsky is now further engineering the plans with this new information.
Two after-hour city wide sanding call-ins this period.
A 13” snowstorm on Tuesday had us plowing roads for 26 consecutive hours and removing snow from sidewalks and parking lots for the remainder of the week. We also hired five triaxle dump trucks to haul snow one night, working with our snow removal crew in the downtown area.
The brakes failed on our 2007 John Deere backhoe which was transported to the Bangor dealership for repairs. Also, our 2012 Case backhoe developed a motor seal leak. This repair work will be warranteed and we plan to transport the machine to the Portland dealership next week.
OFFICE OF THE LIBRARY DIRECTOR
Met with a new volunteer, Holly; she will be learning to shelve and shelf-read.
A Nook eBook workshop was held this Thursday afternoon, as the series on eBook readers continues; the next will be held next Thursday.
The Thursday Evening Arts & Cultural Event is co-sponsored with the Midcoast Peace & Justice Group; the film Fukushima Never Again will be shown.
In honor of spring, the Children’s Department will host a Teddy Bears’ Picnic on Saturday; participants should bring their favorite stuffed animal to the revelries.
A couple of timely reminders: the deadline for the fourth Annual Poetry Contest is looming; submissions are due April 1 (no fooling); see Poetry Month Rockland Contest Guidelines.
Looking ahead: the Library will be closed on Easter Sunday (March 31). The five-week series of Parent-Child workshops will begin April 3; there are a few openings left. Please contact the Children’s Librarian for more information.
OFFICE OF THE SOLID WASTE DIRECTOR
Reviewed the Construction and Demolition (C&D) future handling and concept plan. The C&D concept plan was needed to determine space available for the proposed Public Works Garage.
Participated in an MRRA Governmental Affairs meeting to discuss LD 694.
Worked with Woodard & Curran on phase II of the installation of the gas collection piping. Phase II would cover a significantly larger area of the landfill (the whole active area). The currently installed gas piping only covers the old leachate pool. The proposal will be incorporated into the updated operations manual and will be submitted along with the annual solid waste report and the environmental monitoring report at the end of March.
Replaced the variable drive for the south pump and began pumping from the south once again.
Began chipping the brush pile.
Ordered swamp mats for the landfill compactor. The swamp mats will be needed to park the compactor on due to the mud that is created from the equipment.
Installed ASH banners to help the public with the proper placement of stove ash.
OFFICE OF THE RECREATION DIRECTOR
The Rockland Recreation Department will be holding the Girls 5th & 6th Grade basketball tournament here this weekend.
Dave St. Laurent has contacted me about a grant opportunity. We have begun reviewing the requirements of this grant.
The design for the Ferry Terminal Park is coming along and the designer will have a cost estimate by the end of next week. We are just waiting for some info, such as TOPO, cost of water hook-up and electrical hook-up.
The spring cleaning around the building has begun and over the next two weeks or so we will be fresh, clean and ready for spring.
The Sidewalk Grant is moving forward but we are waiting for a response from MDOT on the design portion of the grant. We need to clarify a couple questions about the right of way and setbacks.
OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
Repaired the secondary clarifier polymer feed pump.
Repaired No. 1 Belt Filter Press water booster pump.
Worked on a sewer backup on Granite Street.
Continued manhole inspections and mapping.
Troubleshooting a communication problem at Industrial Park Pump Station.
Vacuumed Glenwood Avenue and Waldo Avenue Pump Station wet wells.
