The Rockland Report Week Ending Dec 28, 2012


OFFICE OF THE CITY MANAGER
 This was a short week with Christmas Day and then the first big snow event of the season. Public Works crews did a good job staying ahead of a more difficult storm with mixed precipitation turning from snow to rain to freezing rain and back to snow again. Cleanup efforts continue today as we prepare for another potential storm Saturday night.
 Continued with interviews for the Community Development Director Position.
 Continued to work with the City Attorney and Police Chief on recommended ordinance amendments for improving parking enforcement and disorderly house regulations.
OFFICE OF THE RECREATION DIRECTOR
 We finished up games on Saturday and then the kids had a week off for the Holidays. The building was open a half day on Monday and closed Tuesday. We were open on Wednesday and we started to refinish the gym floor. While this was going on, we did a thorough cleaning job of the entire building front to back.
 Thursday, during the storm, staff came in to wash the floor and put down the first coat of finish.
 Friday, we buffed down the first coat, washed the floor again and applied the final coat to the gym floor. The gym will need to dry for a few days and will be ready to go Wednesday morning (January 2nd). This will give our floor a durable and shiny finish for the remainder of basketball season and our tournaments.

OFFICE OF THE POLICE CHIEF
Rockland Police Officers responded to 188 calls for service. Officers responded to eight motor vehicle crashes. Thirty traffic stops and violations were conducted. The officers made multiple arrests of individuals for various offenses; including bail violations, warrants of arrest, operating after license revoked, OUI, disorderly conduct, and various traffic infractions.
 Officer Jacob Shirey has been accepted to attend the 18-week basic law enforcement academy at the Maine Criminal Justice Academy in January.
 This being the Christmas week, it is normal to see the amount of calls for service drop dramatically and generally meetings, school activities, Academy functions, and other activities performed by the Department outside the realm of basic law enforcement are not scheduled this week.
OFFICE OF THE CODE ENFORCEMENT OFFICER
 John Root has been elected to the Board of Directors of the Maine Building Officials and Inspectors Association (MBOIA). MBOIA is an organization consisting of approximately 220 Building Officials and Inspectors throughout the State.
 Reviewing the possible replacement of a house and garage at 83 Crescent St.
 A new version of the ArcGIS program has been installed on computers in the Code and Assessor’s Office. We are working towards developing tools for everyday use that will be compatible with this version.
 Work continues at Home Kitchen CafĂ©.
 Renovation continues with electrical inspections at 449 Main Street, soon to be 3Crows Restaurant.
 There were no complaints filed this week.
 Reviewed for, inspected, and issued the following permits:
o One Building permit
o Two Electrical permits
o One Sewer Connection permit (emergency)
OFFICE OF THE GENERAL ASSISTANCE ADMINISTRATOR
 Met with four clients via phone calls/walk-ins.
 Handled four different appointments.
 Processed one application for General Assistance and one Haines Fund Request.
OFFICE OF THE FISHERMAN’S PIER DIRECTOR
 The price per pound for lobster is $3.00.
 Mailed Lot Storage Permit for calendar year 2013.
OFFICE OF THE CITY ASSESSOR
 Processing returns from commercial property owners for tenant information.
 Reviewing sales ratios of different neighborhoods.
 Processing the BETR returns, as the deadline is the 31st.
OFFICE OF THE FINANCE DIRECTOR
 Approved Payroll Warrant.
 Month End Journal Entries.
 Audit Work.
OFFICE OF THE HARBORMASTER
 Finished preparing 2013 private mooring permits to be mailed next week.
 Started the "commercial" mooring permits for next year.
 Met with another possible food vendor for the Middle Pier.
 Updated a number of our forms for the new user fees - and sent the new fee schedule out to the cruise ships for 2014.
OFFICE OF THE FIRE CHIEF
In addition to responding to the normal flow of fire and EMS calls, daily shift training, apparatus checks, cleaning, repairs and maintenance to the fleet and cleaning and maintenance of the quarters, the following occurred:
 Inspected a pellet stove and installation which had been problematic for the property owner.
 Crews shoveled all hydrants following Thursday’s storm.
 We were the beneficiary of one of NewsCenter’s 26 Acts of Kindness last week when Don Carrigan and crew stopped in to drop off coffee and “207” mugs.

OFFICE OF THE PUBLIC WORKS DIRECTOR
 Plowing and sanding 6”-7” snowfall on 12/27 through 12/28 on roads and sidewalks. Prolonged storm included heavy wind/snow/rain and crew worked for 30+ hours of continuous work.
 We are holding off on snow removal because of predicted 2”-4” snowfall on Saturday night/Sunday morning. We will re-evaluate after storm.
OFFICE OF THE LIBRARY DIRECTOR
 This week’s therapy dog was Mo who, along with handler Steve Seekins, delighted children during the weekly Wednesday Story Time. This ongoing program is a wonderful addition to the Library’s line-up.
 Electrician Mike Emery came in on Friday to start work on the outside lights, as well as the outlets which were disabled recently, the cause of which is still a mystery.
 On Friday, we discovered the pulley system for the flag pole somehow come unfastened from the top of the flagpole. Until we can get the pulley repaired the flag pole will not be operational. We will get this repaired as soon as possible.

OFFICE OF THE SOLID WASTE DIRECTOR
 Continued the preparation for the digging of test pits in alleged locations of paint waste on the east side of the dump road. Contacted several environmental remediation and disposal companies in the event that waste is found.
 Organized equipment parts area.
 Plowed, sanded and salted from last storm event.
 Processed 13 bales of 1, 3-7 plastic.
 Continued work on annual report.
OFFICE OF THE WASTEWATER TREATMENT DIRECTOR
 Brought No. 1 secondary clarifier back on line following metalwork recoating.
 Contractor completed dry and wet weather pump VFD installation and started installation of chemical tanks instrumentation.
 Had Rockport Steel repair front gate.
 Lyman Morse on site to work up a quote for handrails for the outdoor stairways.
CONSTRUCTION PROJECTS
 Library
o Audette has finished their work until spring. Most is completed; however, the parapet wall needs to be routed and repointed, which will happen as soon as the warm weather returns.
 Recreation
o Work continues with securing the flashing around the parapet wall (roof line). Progress on this front has been much slower then we desired; however, after communications with the contractors we are now planning on having this work finished by the 11th of January.
