The Rockland Report April 25, 2014

OFFICE OF THE MUNICIPAL FISH PIER DIRECTOR
 No permits were issued this week.
 The public ramp was placed on the pier and completely overhauled. Ramp will
be placed back on public floats and attached.
 One of two salt water wash down pumps has been installed on pier. The second
pump will be installed sometime next week.
 Attended special meeting of the City Council at City Hall.
 Lobster price is changing by the day. In the last week the price was over $7.00 a pound and as of Thursday it was around $5.50 a pound.

OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
 Cleaned all the storm basins on Melrose.
 Carried out a sewer/lateral inspection for 130 Rankin Street.
 Investigated Lawn Avenue and Eliza Steel Drive area for I&I. We will continue to investigate during the next rain event.
 The new air handling unit for the public restroom was installed. Doors and
windows were also installed.
 The vacuum truck jetter pump was repaired. The total cost was $11,402.
 Continued preparations for chlorination season.
 Completed some routine oil changes around the plant.
 Received an updated proposed Administrative Consent Agreement from DEP.

OFFICE OF THE CITY ASSESSOR
 Processing Real Estate Transfers, updating parcel cards, sales book,
property splits.
 Processing Personal Property accounts, updating ownership, owned items,
depreciation, State BETR’S 801 returns, BETE exemptions.
 Processing building permits, reviewing, updating property cards and
assessments.
 Analyzing qualified sales of all properties and neighborhoods for a fair and
equitable assessment.
 Completing State forms and returning for processing.
 Listening and reviewing properties at the owner’s request.
 Updating Tax Maps and posting to the web site.

OFFICE OF THE HARBORMASTER
 As with most weeks during the spring, we worked on the city's floats for all of our facilities.
 Processed another couple of handfuls of mooring permit renewals; they are still
trickling in – all with late fees.
 We’re repairing the sheetrock and trim in the boaters’ laundry room attached to
the Harbormaster’s building.
 Met with the Harbor Commission and the engineer for the replacement Snow Park launching ramp to discuss the preliminary design.
 Helped the first of our two summer Buoy Park food vendors put his wagon in the park.
 Scheduled the reinstallation for the park water service for the summer.

OFFICE OF THE PUBLIC WORKS DIRECTOR
 Street and sidewalk sweeping four days.
 Culvert replaced on Bog Road.
 Trash pickup three days.
 Ditching completed on Bog Road.
 Shop clean up.
 Sander removed and trucks washed.
 Put out picnic tables and trash cans.
 Replaced sign at corner of Tillson and Main.
 Replaced bolt on light pole across from Ferry Terminal.
 Basin repair on Gay Street.

OFFICE OF THE CHIEF OF POLICE
The officers responded to 197 calls for service. Rockland Police Officers responded to four motor vehicle crashes. Thirty one (31) traffic stops and traffic violations were conducted. The officers made 18 arrests of individuals for various offenses, to include bail Warrants of Arrest, Bail violations, Drug offenses, Assault, , Alcohol offenses, Trespassing, Probation violations, Disorderly Conduct and OUI.
 The Rockland Police Department received a grant from the Maine Bureau of
Highway Safety to assist in the enforcement of Seat Belt compliance checks within
the City of Rockland.
 Chief Boucher and Sgt. Camporaile participated in the Nation Drug Take Back
program on Saturday April 26th from 10 AM to 2 PM at Rockland City Hall.
OFFICE OF THE CODE ENFORCEMENT OFFICER
 Dave Kalloch attended the Mid Coast Regional Planning Commission meeting on 4/22 and the Comprehensive Planning Commission meeting on 4/24.
 License inspections were done with the Fire Department at Primo’s Restaurant,
Rock Harbor Pub and Café Miranda.
 There were three complaints filed this week.
 The following permits were received by the Code Office this week:
o 1 Building permit
o 5 Electrical permits
o 4 Plumbing permits

OFFICE OF THE SOLID WASTE DIRECTOR
 Raised up support pipe for monitoring Well 106.
 Installed seat belt and safety tether in 816F.
 Steam cleaned and greased 924H and D5M.
 Installed new cutting edge and bolts on 924H bucket.
 Replaced three posts and repaired chain link fence in back of Transfer Station.
 Jetted sewer line to Transfer Station Bathroom.

OFFICE OF THE LIBRARY DIRECTOR
 You could certainly tell it was a school vacation week—we’ve been hopping!
 The boiler was off on Tuesday, which proved to be caused by a clog in one of the oil tanks.
 Catinka Knoth’s Children’s Drawing classes drew baby animals this week.
 Linda Buckmaster, of Women, Work, and Community presented a program on
financial resources for adults who wish to continue or pursue their education.
 Wednesday Storytime was all about gardens; Jean Young read a story about
planting to the littles, and then shared non-fiction gardening books with parents.
Participants then trooped out to the Children’s Garden, where Miss Jean showed
them edibles coming up. Kids then planted nasturtium seeds, which Jean will
babysit till they sprout; kids and parents will return to pick up the young plants.
 The Arts...for Kids & their Families at the Rockland Public Library continued, with a couple of “one-off” events: The Frogtown Mountain Puppeteers gave a
performance to a standing room only crowd (some attendees were literally lined
up in the hallway outside the room) and local craftsman Peter Proeller taught
workshop participants to build a hinged treasure box..
 The final Fireside Poetry event featured poets and random participants reading
some of their favorite poems, as well as coffee, tea, and sweet treats from the
Friends.
 The Annual Poetry Swarm, grand finale of Poetry Month Rockland was the
centerpiece of the Thursday evening Arts & Cultural Event, with current Poet
Laureate, Carol Bachofner being proclaimed for a second term, the winners of
PMR poetry contest reading their entries, and a whole swarm of poets reading
their works.
 Upcoming events of note—a concert—Show Me mime and music workshop and
Mark Hathaway sharing the story of his experience of and recovery from “lockedin
syndrome.”

couple of times a month.

OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
 Follow up and coordination of CDBG (Loan) Committee meeting to address three requests, re: City Multifamily and SPOT Housing Program.
 Submitted and presented Harbor Park and Public Pier to Midcoast Economic
Development Council (MCEDD) Comprehensive Economic Development Strategy
(CEDS).
 Met with five local businesses and began review of two applications to the Knox County Regional Micro Loan Program.
 Attended Ribbon Cutting for O’Reilly Auto and coordinated with Rockland Main Street and Penobscot Bay Chamber plans for six additional new business openings in the near future.
 Met with Terry Pinto to plan and make presentation on the Thorndike Parking Lot project to Council.
 Reviewed and revised draft of Signage Plan with MCEDD.
 Attended Maine Arts Commission strategic planning meeting and researched
other community cultural planning processes and plans.
 Prepared for and held meeting of REDAC.

OFFICE OF THE FIRE CHIEF
In addition to responding to the normal flow of fire and EMS calls, apparatus checks, cleaning, repairs and maintenance to the fleet and cleaning and maintenance of the quarters, the following occurred:
 Chief Jordan and A/C Miceli attended the Knox County Local EMA Director’s
meeting.
 Chief Jordan and A/C Miceli attended the Knox County Mutual Aid Association, Inc. meeting.
 Chief Jordan and B-Shift presented live fire behavior to some new Owls Head FD recruits.
 The Department provided several days of confined space entry coverage for
FMC.
 C-shift attended Home Depot’s Annual Safety Day.
 The Department conducted four Life Safety Code inspections.
 The Department trained on air monitoring.
 Members installed a new flagpole light and photocell.
 Rescue 1 is out of service and will remain so through at least the middle of May.
 The Department hosted the Knox County Fire Training Committee’s FF I & II class on ventilation.
 The Department assisted in the installation of a new weather station for Knox
County Emergency Management at their Park Street facility.
