The Rockland Report December 6, 2013

OFFICE OF THE FINANCE DIRECTOR
 Approved Payroll Warrant.
 Finalized new invoice process for CDBG loans.
 Did walk thru of REC Center with Thayer Corp and Rec Director.
 Met with Gartley & Dorsky and PW Director on Sand/Salt Shed.
 Attended Department Head Meeting.

OFFICE OF THE CITY ASSESSOR
 Processing Real Estate Transfers, updating parcel cards, sales book,
property splits.
 Processing Personal Property accounts, updating ownership, owned items,
depreciation, State BETR’S 801 returns, BETE exemptions.
 Processing building permits, reviewing, updating property cards and
assessments.
 Analyzing qualified sales of all properties and neighborhoods for a fair and
equitable assessment.
 Completing State forms and returning for processing.
 Listening and reviewing properties at owner’s requests.
 Updating Tax Maps and posting to the web site.

OFFICE OF THE HARBORMASTER
 Met with a representative of the Apprenticeshop and their sailing programs.
Basically they plan on running their same programs from the Apprenticeshop
property in the north end for at least next summer.
 Worked on our list of waterfront CIP assets so we can better understand our
eventual long-term replacement costs.
 Tried to catch-up on paperwork, Added a back-up disc on our office computer
and worked on next year's budget; I don't foresee any major changes.

OFFICE OF THE CODE ENFORCEMENT OFFICER
 The Code Office received a Pre-Application Meeting Request and Preliminary Site
Plan and Elevations for the construction of a new building for the Center for Maine
Contemporary Art (CMCA) on Winter Street. The Planning Board will review this
application at its December 17, 2013 meeting.
 On 12/4/13 John and Dave attended the MCEOA meeting with speakers from
Maine DEP providing information on lead and asbestos hazards.
 John attended the ZBA meeting 12/4/13.
 License inspections were done with the Fire Department at the Circle-K
Convenience Store, Lakewatch Manor, The Elks Club and The Limerock Inn.
 There were two complaints filed this week.
 The following permits were received by the Code Office this week:
o 3 Building permits
o 1 Electrical permit
o 3 Plumbing permits
o 1 Sewer Connect permit
o 1 Sign permit

OFFICE OF THE FIRE CHIEF
In addition to responding to the normal flow of fire and EMS calls, apparatus checks, cleaning, repairs and maintenance to the fleet and cleaning and maintenance of the quarters, the following occurred:
 The Department conducted seven Life Safety Code inspections.
 The Department hung a holiday banner for Rockland Main Street.
 The Department participated in the Parade of Lights.
 The Department responded to a lock-out call.
 A class was presented covering the updated State of Maine Emergency Medical Services protocols.
 A class was held on ice rescue procedures and equipment.
 A class was presented on lightweight truss construction as it relates to the fire service.

OFFICE OF THE FISH PIER DIRECTOR
 Working through permit applications requests for calendar year 2014.
 The following permits were issued for 2014:
o 3 lobster vessel permits
o 1 upper lot storage permit
 Submitted billing for November metered electric and Lobster Vessel permits for 2014 for those users of the upper lot storage areas to the Finance Department.
 The tides should be at low water during the morning next week. I will reschedule with Prock Marine to conduct a maintenance survey of the piles, chocks, and whalers around the pier. Cost estimate for repairs to follow.
 Held Fish Pier Advisory Board meeting.
 Current Lobster price remains at $3.80 a pound.

OFFICE OF THE SOLID WASTE DIRECTOR
 The 2006 GMC pick-up was treated with a rust inhibitor coating on the underside and frame and rockers to prolong the life of the pick-up.
 Performed weekly monitoring well readings.
 Loaded and sent out 3.23 tons of e-waste.
 Repaired the ignition wire of the landfill flare, cleaned and reinstalled the ceramic insulator. Reignited the flare.
 Sandblasted and zinc coated municipal solid waste (MSW) compactor #1. Ordered structural metal replacement parts and began installing and fitting structural replacement parts.
 Attended MRRA Board of Directors meeting.
 Cleaned swap shop and picked up litter.

OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
 With input from City Attorney, reviewed and finalized contract with owner of Thorndike property for CFMF project.
 Prepared application for Small Harbor Improvement Grant Program.
 Advised and assisted number of businesses (4) with regard to possible regional microloan applications and Pine Tree Zone incentives.
 Met with area (regional) community and economic development directors to discuss projects of regional significance.
 Advised and assisted with revision and input to draft arts policy and an associated longer-term project that includes possible grant application to National Endowment for the Arts.
 Reviewed and revised materials to encourage public participation in upcoming public information meeting on Brownfields Program.

OFFICE OF THE POLICE CHIEF
 The officers responded to 176 calls for service. Rockland Police Officers responded to seven motor vehicle crashes. Twenty four (24) traffic stops and traffic violations were conducted. The officers made 11 arrests of individuals for various offenses, to include bail violations, OUI, Theft, Disorderly Conduct, Trespass and arrest warrants.
 Officers arrested a man from Rockland for felony theft (Class C); the suspect was stealing metal (including small motors) from various businesses in Rockland and selling these items as scrap to a dealer in Thomaston.
 Officers concluded their investigation regarding a confrontation at Ocean Side East High School. Although a verbal altercation between a male subject and a driving instructor did take place at the school, a weapon was never mentioned or displayed. Taking a firearm onto school property is a violation of state law. The case is currently being reviewed at the Knox County District Attorney’s Office.
 Detectives are currently conducting a joint investigation with the Department of Health and Human Services regarding a sex abuse investigation.
 The department was informed by the Bureau of Highway Safety that we have been awarded a $10,000.00 grant to assist the city with enforcement efforts in the area of Impaired Driving. This grant runs for a ten month period.

OFFICE OF THE LIBRARY DIRECTOR
 The Adult Art class by Catinka Knoth welcomed students, as did the Children’s Drawing class which continues each Tuesday afternoon.
 Please continue to bring items for the food drive any time during open hours. Continuing through the end of December, this initiative was begun as part of World Kindness Day and the collection will be given to the AIO Food Pantry.
 Jean Young read the lovely book The Night Tree for Wednesday Storytime. Steve Seekins brought the wonderful therapy dog, Mo.
 I attended the Agenda Setting meeting of the Council, the Manager’s Meeting, and a meeting of the PLEA board.
 Patty King attended a state-wide program held at the Muskie School of Public Service in Portland, from the Cornerstones of Science, which “works to improve community life and scientific literacy by strengthening public libraries capacity to serve as gathering places for informal scientific discovery”. COS, among other things, gave the Library the telescope and binoculars, which the Library is able to lend to borrowers.
 Thursday night was the 5th (of a six-part series) film and discussion on Philosophy: A Guide to Happiness. This week’s program examined Schopenhauer, on love.
 Rather than Jean or Patty heading out to North Haven, this week North Haven came to us, for an orientation of the Library, and for inspiration and information to begin their annual Knowledge Fair work.
 Patty King participated in the monthly “Love my Library” radio show on WRFR, which features upcoming events in area libraries.
 Upcoming events of note: Craft Night for adults and Teens (Tuesday evening), and the Hampstead stage Company presenting Dickens’ immortal A Christmas Carol.

OFFICE OF THE RECREATION DIRECTOR
 The furnaces are back up and running correctly and the heat is working well in the building.
 A leak in the RDNA office was cleaned up and examined. The leak appears to be from a large amount of water exceeding the capacity of the roof drains. I am looking into alternatives for how the roof drain is coupled to the PVC.
 The new Mid-Coast Basketball League will begin Saturday. There will be games here at the Recreation Building starting at 9 AM. They will run all day.
 The Art program at the Recreation Department is going very well. They are doing two murals for the Hope Elephants. These will be on display at the facility in the next week or two. The kids did a great job on these Murals.
 A sink hole has developed in the Recreation parking lot. Public Works dug it up and replaced a piece of granite cap over Lindsey Brook and repaired the parking lot. They responded quickly and efficiently to eliminate a potentially larger problem.

OFFICE OF THE PUBLIC WORKS DIRECTOR
 Two International dump trucks taken to Portland North for recall for emissions modification.
 Picked up trash from city receptacles and buildings as well as roadside for two days, one day sign maintenance, and three days cold patching.
 Sink hole developed in Recreation building parking lot which was determined to be over the Lindsey brook. Replaced several granite slabs covering the brook that had failed with thicker pieces of granite we had in stock pile and installed filter fabric and concrete on top of the slabs before backfilling with gravel.
 Three employees called in after hours on Wednesday, November 27th to secure area at water line break on North Main Street at Broadway. That section was repaved on Tuesday with more paving repair work scheduled for the spring. There was also a water line break at Melrose Circle South on Monday.
 Met with Gartley & Dorsky for the preplanning of the future sand/salt shed.
 Modified the spill pool area per the engineer in Pen Bay Acres at Acadia Drive as part of the drainage project. Also, met with engineer for final fall inspection of this project. All of the underground drain lines and catch basins have been installed and temporary reclaim shaped to direct water until the final paving and curbing can be installed in the spring to complete the project.
 City wide sanding on Sunday December 1st.
 Final leaf pickup for half a day.
 Completed island loaming work on Pleasant Street by City Hall.
 Ditching and drainage work for a day on Acadia Drive south because of flooding/runoff issues. A more permanent solution (underground piping) is planned to be installed next construction season.
 Grading work for a day on Glen Street at Waldo Avenue. Reclaim installed as a temporary measure until area can be repaved in the spring.
 Mechanics replaced broken bed chain in sander, new computer installed in 2009 Holder sidewalk machine, picked up waste oil at Transfer Station and Marine Patrol, dismantled leaf boxes and prepared these two trucks for winter operations, miscellaneous work on 2002 GMC dump truck.

OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
 The Environmental Technicians spent the week in collection system inspection training with a CUES representative. One more day of CUES training with an IT rep will take place in December.
 While jetting the collection system on Rockland Street this week, there was a mishap with an apartment due to an apparent issue with the apartment plumbing. The apartment traps pressurized and water was pushed into the living area of the apartment. Superior Restoration was contracted to clean up the apartment.
 Located the sewer line for a new sewer connection on Summer Street, and inspected the connection once it was completed.
 Located the sewer line on Melrose Circle for Maine Water.
 Completed some manhole inspections this week.
 Replaced the automatic starter control board on the Glenwood Avenue pump station generator.
 Repaired several outdoor light fixtures around the plant.
 Continued to work on comments for the proposed consent agreement.
 Reviewing DEP Chapter 409 proposed changes and may comment on the changes.
 The Kruger pilot study has been extended one week to verify treatment results achieved during the last couple days of the planned study period.
