Acting Superintendent Named At Riverview Psychiatric Center

Augusta, Maine - Maine Department of Health and Human Services Commissioner Mary Mayhew announced today that Robert "Jay" Harper, a veteran leader in State government with many levels of experience in mental health services, has been named Acting Superintendent at Riverview Psychiatric Center.

"Jay's experience and his vision make him an excellent fit for Riverview Psychiatric Center,'' said Commissioner Mayhew. "He believes in leadership that is team-based and focuses on engaging all staff in sustaining an environment that is recovery-oriented and offers the highest quality of mental health services and treatment."

Jay holds an undergraduate degree from Bowling Green State University, a graduate degree from Harvard University and completed the Executive Leadership Program in Mental Health Administration at the John F. Kennedy School of Government at Harvard. He also completed the Maine Executive Leadership Institute at Maine Maritime Academy and holds a Master of Psychology from Naropa University in Boulder, Colorado.

Prior to joining RPC, Jay served as a Patient Advocate with the Disability Rights Center (DRC) where he provided support to clients of RPC to ensure compliance with the State's Rights Rules for Mental Health Recipients. He is currently a member of the Adjunct Faculty (mental health and human services) at the University of Maine in Augusta.

Before his work at the DRC, Jay spent many years working in State government in both Maine and Massachusetts, focusing on organizational development, strategic planning and financial evaluation. While Director of the Maine Department of Mental Health and Mental Retardation, he developed and coordinated an integrated competency-based curriculum for paraprofessionals and professionals in behavioral health sciences. At the Bureau of Adult Community Mental Health, he provided executive vision and leadership for a client-focused outcome-based community mental health system using State and provider agencies.

"We are pleased that someone with such diverse experience and a leadership philosophy that aligns with our vision has joined our team,'' said Commissioner Mayhew.
