513 Borrowing for Capital Improvements
(c) Procedure of Issuing Bonds and Notes.
(2)
If the total amount of the bonds specified in a "bond
ordinance" is more than $100,000 $350,000 that "bond ordinance" shall be submitted to the voters at the next
regular or special election, and the bond shall not be negotiated unless approved by majority vote at that election.
(3)
The City Council may issue term notes by ordinance, but the aggregated
total of the City's indebtedness on notes
shall not exceed $200,000 $700,000, excepting notes issued pursuant to
Section 514.
