AUGUSTA — The Maine Center for Disease Control and Prevention (Maine CDC) has confirmed the state’s second case of Powassan virus infection in 2021. Laboratory tests confirmed the case in a Knox County resident who likely became infected in Maine during June.

Falmouth, Maine - The Route 9 reconstruction project will begin on Monday, July 26. The project includes widening the road and adding paved shoulders. Work will begin on Route 9/Longwoods Road just north of the roundabout at Middle Road, Route 9, and Woods Roads (south of Sherman Drive) in Falmouth and end just north of Turkey Lane in Cumberland. Final pavement is scheduled for the week of September 16. The primary contractor is Harry C. Crooker of Topsham and the Maine Department of Transportation (MDOT) will be overseeing the project. Traffic delays are anticipated during this work. Virtual Maine author talk with Robin Clifford Wood
Robin Clifford Wood will discuss her new book, a biography-memoir hybrid called The Field House: A Writer's Life Lost and Found on an Island in Maine. The book is centered on Maine island author Rachel Field, who received a Newbery Award in 1930 for her children’s book, Hitty. Wood’s research interest in Rachel Field began after she purchased Field’s summer house on a small island off the coast of Mt. Desert. Wood will discuss the story behind the book and answer audience questions.
Robin Clifford Wood is an author, poet, blogger, and essayist. She has a BA from Yale, an MA in English from University of Rochester and an MFA in creative writing from University of Southern Maine's Stonecoast program. Wood's writing has been featured in Port City Life magazine, Bangor Metro, Bangor Daily News, Maine Public Radio's "Music That Moves Me" series, and Solstice Literary Magazine, which published her essay, "How Do You Help Your Parents Die" in 2019. One of her poems won second place in the 2020 Writer's Digest Annual Competition, and another, "The Ballad of Hadlock, the Seal Hunter Showman," was produced by Penobscot Theatre Company as part of their fall 2020 audio theatre program. Wood lives in central Maine with her husband and dogs. She enjoys being active outdoors, playing the piano, crossword puzzles, a really good cheeseburger, and regular visits with her four children and their growing families.

First Southbound Hampden Bridge Bundle Traffic Shift
HAMPDEN - As part of the ongoing work on the Hampden Bridge Bundle Project, the Maine Department of Transportation will be shifting southbound I-95 traffic to the first of four temporary diversion roads on July 20th. This traffic shift will happen at the East Bridge over the Souadabscook Stream. Interstate speeds limits will be reduced to 55 MPH through the diversion for the duration of its use. More southbound traffic shifts will continue as this project progresses through the rest of this year and into 2022.

Traffic Sensor Work on Route 1 in Houlton
HOULTON - The Maine Department of Transportation will be installing count sensors on Route 1 (North Street) in Houlton. These sensors allow MaineDOT to accurately classify and count the number of vehicles using this highway throughout the year. The project area is near the intersection of Route 1 and Currier Road. Work is scheduled to begin at 7:00 a.m. on Wednesday, July 21st. Northbound traffic will be impacted during the first half of the day. Southbound traffic will be impacted in the afternoon. All work should be done by the end of the day on Wednesday. In the event of bad weather, the work schedule may be shifted to Thursday, July 22nd.
Work on Route 161 in Allagash and Saint Francis
AROOSTOOK COUNTY - The Maine Department of Transportation is doing paving work, replacing culverts, and stabilizing embankments on two parts of Route 161 along the Saint John River in Aroostook County. One project area is in Allagash, directly across from Carney Road. The other project area is in Saint Francis, near the intersection of Route 161 and Pelletier Mill Road. Drivers should reduce their speeds and expect a single-lane, alternating traffic pattern. This work is scheduled to be finished by the end of November. The contractor is Soderberg Construction Co. of Caribou. The contract amount is $6,878,155.

Augusta, Maine - Governor Janet Mills today vetoed LD 1708, An Act to Create the Pine Tree Power Company. In her veto message, the Governor called the recent performance of Maine’s utilities “abysmal” and said that “it may well be that the time has come for the people of the State of Maine to retake control over the [utilities’] assets”, but she raised several outstanding concerns about the substance of the bill, noting that those concerns combined with a rushed legislative process could create more problems than the bill solves.

KNOX AND LINCOLN COUNTIES - The Maine Department of Transportation will be doing paving work on parts of Route 1 in Edgecomb, Newcastle, and Rockport. The project in Edgecomb and Newcastle begins almost 1.5 miles east of the Wiscasset town line and extends northeast for approximately 2.8 miles. There are two separate parts of the Rockport project: one work area begins just north of the Rockland town line and extends north for approximately 1.2 miles and the other work area begins just north of the intersection with Rockville Street and extends north for 2.5 miles. Work will be night work, conducted between Sunday evenings and Friday mornings. Drivers should expect traffic to be reduced to a single lane during work hours. This project is scheduled to begin on Monday, July 12th and be finished by Friday, August 13th. The contractor on this project is All States Materials Group. The contract amount is $1,469,955.

EDGECOMB - The Maine Department of Transportation is reminding members of the public to use caution when passing through our work zone at the intersection of Route 1, Route 27 (Boothbay Road), and the Eddy Road in Edgecomb. This intersection improvement project involves lane closures, detours, and new traffic patterns. On-site crews have experienced some close calls. Our primary goal is to ensure the safety of MaineDOT staff, our contracting partners, and the members of the traveling public. Route 1 Paving Work in Knox and Lincoln Counties
KNOX AND LINCOLN COUNTIES - The Maine Department of Transportation will be doing paving work on parts of Route 1 in Edgecomb, Newcastle, and Rockport. The project in Edgecomb and Newcastle begins almost 1.5 miles east of the Wiscasset town line and extends northeast for approximately 2.8 miles. There are two separate parts of the Rockport project: one work area begins just north of the Rockland town line and extends north for approximately 1.2 miles and the other work area begins just north of the intersection with Rockville Street and extends north for 2.5 miles. Work will be night work, conducted between Sunday evenings and Friday mornings. Drivers should expect traffic to be reduced to a single lane during work hours. This project is scheduled to begin on Monday, July 12th and be finished by Friday, August 13th. The contractor on this project is All States Materials Group.

Governor Janet Mills announced today that Kay Spofford of Winslow has won $896,809 in Maine’s Don’t Miss Your Shot: Vaccinationland Sweepstakes, a statewide program to encourage Maine people to get vaccinated against COVID-19.
Spofford, a dialysis dietitian in her early 60s, received two doses of COVID-19 vaccine in January and February at MaineGeneral Medical Center’s Thayer Center for Health in Waterville. Washington, D.C. – U.S. Senators Susan Collins and Angus King announced that the Maine Department of Labor has received a total of $5,594,187 to support and expand apprenticeship programs across the state. This funding was awarded through the U.S. Department of Labor’s (DOL) State Apprenticeship Expansion, Equity, and Innovation (SAEEI) Grants Program.
“Apprenticeship programs provide Mainers with invaluable experience, helping to prepare them for a lifetime of success,” said Senators Collins and King in a joint statement. “We welcome this funding to expand access to apprenticeships across our state, which will help more Mainers take advantage of these rewarding programs to gain critical skills and obtain quality jobs.”

Rd. Back Open: BREAKING: Rt. 90 Shut Down Due To 2-Vehicle Head On
Update from Knox County Sheriff’s Office, on July 2 at approximately 3 p.m., a 2011 Acura sports utility vehicle operated by Joshua Hatch, 47, of Austin Texas was heading south on Route 1 slowing to turn left onto the Sterling Road in the area of Lie Nielsen Toolworks. A 2013 Kia Forte, operated by Amber Schmaling, 42, of Standish, was also traveling south on Route 1 behind the Acura and struck the Acura as it slowed in traffic.
Hatch and the five passengers of the Acura were treated and released at the scene for their injuries. Schmaling and the one passenger of the Kia were taken to Pen Bay Medical Center in Rockport for their injuries.
Both vehicles were towed due to disabling damage.
The incident is still under investigation but operator inattention is believed to be a contributing factor.
The Sheriff’s Office was assisted by Knox Regional Communications Center, Warren Fire and EMS, Waldoboro EMS and Hillside Towing.

AROOSTOOK COUNTY - The Maine Department of Transportation will be repainting the Bridge Street Bridge in Limestone and the H. N. Flagg Memorial Bridge in Presque Isle. The Bridge Street Bridge carries Grand Falls Road over Limestone Stream. The H. N. Flagg memorial Bridge carries Route 1 over the Aroostook River. Work is scheduled to begin on July 6th and be finished in November. Work will involve temporary lane closures with flaggers directing traffic. The contractor on this project is Panther Industrial Painting. The contract amount is $800,000.
State Drought Conditions Discussed at First Drought Task Force Meeting of 2021
AUGUSTA, MAINE - Maine's Drought Task Force convened virtually yesterday, June 30, to discuss drought conditions across the state. Maine saw a rainfall deficit in May and June this year, with Caribou and Portland logging the warmest June on record. However, central and western Maine are currently experiencing the most drought.

Road Work on Kennedy Memorial Drive in Waterville
WATERVILLE - The Maine Department of Transportation is conducting paving work and making other repairs on part of Kennedy Memorial Drive in Waterville. The project area runs approximately 1.7 miles between West River Road (at Messalonskee Stream) and First Park. This project involves paving work, road construction, drainage improvements, and some sidewalk rehabilitation. Work began on June 28th and is expected to be finished by the end of November. Most major work will be done at night, between 8:00 p.m. and 7:00 a.m. This project will involve lane closures, but the contractor will maintain two-way traffic at all times. The contractor on this project is Pike Industries of Fairfield. The contract amount is $2,959,118.
Overnight Lane Closures on I-295 in Yarmouth Next Week
YARMOUTH - Next week, ongoing work on the Bayview Street Bridge in Yarmouth will require overnight lane closures on I-295. Single lane closures will occur on both the northbound and southbound sides of the interstate around mile marker 17. The closures will happen between the hours of 8:00 p.m. and 6:00 a.m. on the nights of Tuesday, July 6th; Wednesday, July 7th; and Thursday, July 8th.
This work is part of the project to replace the deck of the bridge, add a sidewalk on the south side of the bridge, and increase the height of the bridge rail on both sides of the bridge. The contractor on this project is CPM Constructors of Freeport, and the contract amount is $1,687,258. Work is scheduled to be completed in early November.
Route 196 Paving Work in Topsham
TOPSHAM - The Maine Department of Transportation will be doing paving work on part of Route 196 in Topsham. The work area begins just south of the Brunswick town line and extends north for almost two miles to Route 201 in Topsham. This project includes paving work on the Merrymeeting Bay Bridge. Work is scheduled to begin on Tuesday, July 6th and be completed on Friday, July 23rd. Drivers should expect overnight lane closures between the hours of 8:00 p.m. and 6:00 a.m. The contractor on this project is All States Asphalt of Richmond. The contract amount is $664,459.
