OFFICE OF THE MUNICIPAL FISH PIER DIRECTOR
Issued one Lobster Vessel Permit this week.
Conducting upper lot storage inspections for authorized gear in lot with general
cleanup of trash. Permit holders of storage lots to mow and weed same.
Met with John Holden to discuss updated fish pier new cost estimates and to
apply for a technical assistance Grant for design, planning for surveying around
pier, Hoist improvements, Bait pumping/slops, etc.
OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
Uncovered three buried manholes in the Lawn Avenue/Melrose Circle area.
Inspected the roof drain at 429 Main Street.
The new bathroom epoxy floor was installed and keys were delivered to the
police and fire departments. The bathroom is slated to open on June 1st
.
Per the request of the property owner, considered options for providing sewer
service for 142 Maverick Street.
Shipped out one for the pumps at Glenwood Avenue pump station due to failing
bearings. Expedited repairs due to both pumps are needed during significant rain
events. The second pump will also be overhauled in the next few months.
A Woodard & Curran engineer was on site this week to fine tune the SCADA
system. Another visit will be necessary to complete the improvements.

Processing Real Estate Transfers, updating parcel cards, sales book,
property splits.
Processing Personal Property accounts, updating ownership, owned items,
depreciation, State BETR’S 801 returns, BETE exemptions.
Processing building permits, reviewing, updating property cards and
assessments.
Analyzing qualified sales of all properties and neighborhoods for a fair and equitable assessment.
Completing State forms and returning for processing.
Listening and reviewing properties at the owner’s request.
Updating Tax Maps and posting to the web site.

Another busy week, it feels like spring has sprung, but it is a few weeks before the summer madness hits.
Finished putting in all of our floats at the Public Landing.
All of the floats are launched out of the Snow Park parking lot.
The last of our recalcitrant commercial rental mooring permit companies has paid for the season, leaving just a handful of unpaid private moorings.
Processed a couple of new mooring permits for this year.
It's not every day we get a movie star here, but we welcomed the Amistad to the Public Landing, they will be giving some small tours for anyone that comes down
to the docks.
OFFICE OF THE PUBLIC WORKS DIRECTOR
Receptacle and building trash pickup two days.
Completed city wide spring cleanup this week. One crew for a total of about a
day’s work.
Two sweepers cleaning streets for three days and one sweeper for one day.
Reinstalled two sections of fence along recreation center playground after stump was ground down.
One crew most of the day on Wednesday uncovering four sewer manholes in the
Melrose Circle area for the sewer tech crew.
Completed moving floats into ocean for the Harbormaster.
Sign coordinator and I met with Community Development Director to review
harbor trail sign placement.
Painting city street crosswalks and stop bars for two days.
Cold patching city streets with one crew for two days. Picked up truck load of
patch in Bangor.
OFFICE OF THE CHIEF OF POLICE
The officers responded to 248 calls for service. Rockland Police Officers responded to 11 motor vehicle crashes. Seventy-seven (77) traffic stops and traffic violations were conducted. The officers made eight arrests of individuals for various offenses, to include Bail violations, Alcohol offenses, Criminal Mischief, Theft, Warrants of Arrest, and OUI.

Detectives assisted the Department of Health and Human Services by providing
them with information concerning an ongoing investigation by their agency. City
An officer participated in a multi-jurisdictional safety assessment / enforcement detail at the Maine State Ferry Terminal. This collaboration is led by the
Department of Homeland Security and is designed to safeguard ports of entry
throughout the United States and to disrupt the flow of illegal weapons, drugs and
persons who may attempt to enter the United States through one of these ports of
entry illegally.
OFFICE OF THE RECREATION DIRECTOR
The new ladder for the swim float is built and will be attached this week. The swim
float will go out and the buoy line will be set getting ready for summer if it decides
to show up.
The parks looked good for the Memorial Day Parade. The crew did a nice job of
getting this ready.
The Park near Dunkin Donuts was weeded, trimmed and mulched this week. It
looks much better.
I spoke with Farley & Son and they will top dress the grass in the Ferry Terminal Park.
OFFICE OF THE LIBRARY DIRECTOR
There was no Adult Drawing class this week, due to the Memorial Day Holiday; the
Children’s Drawing classes drew pictures of migratory birds.
Children’s Librarian, Jean Young, and Librarian Patty King continued with school
visits this week, for presentations about the Summer Reading Program. We are
very grateful to Deanna Tibbetts for the invitation, which allows the Library to
connect with so many kids, and to let them know all the Program will offer.
The last of the Spring Family Place™ workshops took the place of Wednesday
Storytime. The Play with Me Program is designed for children ages 0 to 3 years old
and parents or caregivers. New families continued to join this wonderful program, throughout this series.
I attended the Spring Joint District Council Meeting (of Maine libraries), held at the Augusta Civic Center.
Rockland Rhythm Masters Drumming Troupe, co-sponsored by Midcoast Music
Academy and the Rockland Public Library met at the Library on Thursday.
Foraging for Edible and Medicinal Mushrooms was the Slide-talk presented by
local expert, Greg Marley for the Thursday evening’s Arts & Cultural Event.
On Saturday, Children’s Librarian Jean Young hosed a special Garden Storytime.

OFFICE OF THE FIRE CHIEF
In addition to responding to the normal flow of fire and EMS calls, apparatus checks,
cleaning, repairs and maintenance to the fleet and cleaning and maintenance of
the quarters, the following occurred:
On Friday Rescue 3 was put back into service after the manufacturer’s rep
corrected an issue with a bad sensor/switch that affected the air-ride suspension.
No sooner than our ambulance fleet returning to three active rescues, the cardiac
monitor/defibrillator in one of the ambulances failed to pass its morning checks
and had to be removed from service, taking the ambulance out of service as this
is a required piece of equipment. We are in hopes this will be corrected very soon as well.
On Sunday personnel did some landscaping and planted new flowers around the
9/11 Memorial.
RFD personnel helped the Mid Coast School of Technology Firefighter program conduct a live LP gas fire emergency drill on Memorial Day. This was an exercise to allow the student firefighters a chance to work as a team to safely mitigate a
gas fueled fire.
Lt. Leo and Firefighter Barnard went to Anniston, Alabama this week for advanced training in Incident Command. This training has proven valuable to previous RFD attendees as on top of high quality instruction, the attendees in each class are from all different department sizes, types and localities. The ability to network with personnel from all over the country leads to excellent future contacts when addressing future changes or re-assessing current policies and procedures.
On Thursday morning A-shift sent Engine 1 to assist the Coast Guard in testing their fire hoses for two of their boats. This is part of an annual “service” we provide the USCG as the schedule allows and helps them maintain their equipment’s serviceability, year to year.
OFFICE OF THE SOLID WASTE DIRECTOR
Worked on the new Q2N well cover concept plan that will have a flare attached to it to burn off odor that is escaping from the leachate well. The well cover is
complex and needs to be removable so that when the well is extended it can be
reused. It also needs to be air tight but have access covers to remove the pump.
Prepared for storm water audit cleaning and picking litter.
Completed monthly storm water check list.
We had a comprehensive facility storm water audit. No violations were found. I feel the audit went very well.
Worked on spreadsheet equalizing dump stickers and commercial price per ton.
Presented equalized MSW disposal costs to council for budget purposes. Began
working on the new directive from Council to establish a pay as you go system to
replace the flat fee based system.
Sent out to be recycled 450 florescent light bulbs.
OFFICE OF THE GENERAL ASSISTANCE ADMINISTRATOR
Met with clients who had scheduled appointments.
Made appointments for clients who did not have any scheduled.
Updated General Assistance paperwork and client files.
OFFICE OF THE CODE ENFORCEMENT OFFICER
John attended the Planning Board meeting on 5/27/14. The Board approved the
request for a Temp. Cert. of Occupancy for 110 Union Street until 60 days after
work to repair Lindsey Brook on the adjacent property is completed. The Board
also approved the request for a Temp. Cert. of Occupancy for the Lincoln Street
Center until July 22, 2014 at which time the Board will review final landscape and drainage plans.
John and Dave attended the MCEOA meeting in Union on 5/28/14.
The Code Office received a Site Plan Review Application from Thompson &
Cosgrove for the construction of a residential garage that will serve the
condominium owners at 220 Camden Street.
License inspection was done with the Fire Dept. at Berry Manor Inn.
There were five complaints filed this week.
