The Rockland Report October 10, 2014

OFFICE OF THE CITY ASSESSOR
 Processing Real Estate Transfers, updating parcel cards, sales book,
property splits.
 Processing Personal Property accounts, updating ownership, owned items,
depreciation, State BETR’S 801 returns, BETE exemptions.
 Processing building permits, reviewing, updating property cards and
assessments.
 Listening and reviewing properties at the owner’s request.
 Updating Tax Maps and posting to the web site.

OFFICE OF THE MUNICIPAL FISH PIER DIRECTOR
 No permits were issued this week.
 The f/v western sea offloaded 140,000 pounds of herring.
 The price per pound for new shell lobster is $4.15.

OFFICE OF THE HARBORMASTER
 Welcomed two international cruise ships this week, the Eurodam with 2,100
passengers and the Pearl Mist, with 210. I think it went smoothly and I'm pleased
with the reports back that I've heard so far.
 While the first ship was in, the USCG came down to spot check our security plan and we passed the impromptu inspection.
 Started winterizing a handful of our rental moorings, we'll try to get them all done next week.
 Both food vendors at Buoy Park have said they want to return for next year, and all of the boats at the Middle Pier wish to return too.
 Because of a later than usual last visit by one of our small cruise ships, we will wind up leaving our floats in a little longer than usual. It stretches the summer season, but compresses the time we allot for float repair in the fall.

OFFICE OF THE LIBRARY DIRECTOR
 The first workshop in a series which the Library is co-sponsoring was held on
Tuesday; this is a six-week workshop on memoir writing, led by local author and
illustrator, Debby Atwell.
 Catinka Knoth’s Adult Drawing Class worked on the theme of “Apples and apple trees” while the Children’s drawing class theme was “Let’s draw Autumn leaves and trees.”
 The new, improved chiller surround, and casing over a vulnerable pipe was
completed by Public Works staff (Loy Linscott and Arthur Hutchinson), and looks terrific and sturdy, for which I thank them, and Greg Blackwell, once again.
 Jean Young reported that she was so pleased that Judith Andersen has returned
from France to continue Storytime with us. Judith read some of her favorites,
Bravo, Maurice! by Rebecca Bond, Knuffle Bunny Too by Mo Willems, and of
course, The Cat Who Walked across France by Kate Banks. She finished with a
couple of library favorites, Red Leaf, Yellow Leaf by Lois Ehlert and Leaf Man also by Lois Ehlert. Jean set out a simple coloring craft, pumpkins and a cheery
scarecrow; everyone seemed to have a gentle, lovely time.
 For the first time anyone can recall, we ran out of the totes used for Inter-library loan delivery, and are working with the delivery contract holder, and the Maine State Library to get more.
 The Rockland Rhythm Masters were here on Thursday afternoon, a weekly event.
 This Thursday evening’s Arts & Cultural Events program was the Classic Suspense film, The Spiral Staircase, with Dorothy McGuire as a mute servant, who is certain she’s targeted for murder.
 Upcoming events— The Library will be having a Food Drive again this year,
beginning on World Kindness Day, November 1; the Friend’s Holiday House Tour and Christmas Tree Auction.

OFFICE OF THE FIRE CHIEF
In addition to the general response to fire and EMS calls, conducting apparatus
checks, daily cleaning, routine repairs and maintenance to the fleet and of the
quarters, the following occurred:
 Friday we responded mutual aid to a fire in the conveyor belt system at Dragon
Cement. Thankfully the fire was minor from our perspective, though it presented
some challenges accessing the area.
 Squad 3, Rescue 1 and crews participated in the Home Depot Safety Day on
Saturday morning.
 On Saturday night we began providing two personnel 24/7 as dedicated
confined space rescuers for FMC’s annual shutdown. This coverage continues
through Friday the 10th and generated 288 hours of overtime for personnel, which is paid for by FMC.
 We welcomed Paramedic Ben Mullane back as he started working again on
Saturday, having been re-hired to fill the vacancy created by Carrie Adams
departure.
 Fire Prevention Week began on Monday and FF Sullivan and FF Lowe gave
presentations throughout the week to numerous classes at the schools for grades
k-4.
 We were able to utilize the day time confined space crews to complete our
annual service testing of our Large Diameter Hose. This is a great benefit as this has usually required we hire 5-6 personnel on overtime to complete this on one day so as not to affect the daily activities of the on duty shift.
 I met with Manager Luttrell on Monday to discuss the upcoming years’ work plan.
 On Tuesday I worked with Donna Allen at Knox EMA to document the previous grant period for reimbursement of EMA costs. It appears that we should be eligible for around $6000 in reimbursement money for the October 2013 to October 2014 period.
 CEO Root and I conducted an inspection for sale of a 16 unit apartment building on Tuesday.
 On Wednesday evening Lt. Camber conducted a drill for all personnel on fire
alarm systems. The class focused on understanding the basic components and
searching for the causes of activations.

OFFICE OF THE PUBLIC WORKS DIRECTOR
 City wide receptacle and building trash pickup for two days.
 Sweeping streets for 1½ days.
 Repaired bricks and damaged catch basin on Main Street sidewalk. It appeared
to be damaged from a vehicle driving on it.
 A crew, including flaggers, worked on Old County Road for four days ditching and shouldering on both sides. Also installed hay, seed, and matting. Worked from Rankin Street to Thompson Meadow Road for most of the time.
 Installed additional gravel in Sandy Beach parking areas to cover rubber matting and added to road cuts in various areas.
 Graded half of Thompson Meadow Road including berm banking and removed large amount of trash that was dumped.
 Cleaned catch basins all week.
 Cleaned culvert, brook, and catch basin entrances around the city for a day to
clear for rain.
 Planted four trees. One at Recreation Center on Union Street, one at Ferry
Terminal Park, and two at the Library.
 Met with Gordon Page and Recreation Director to review possible future bike rack locations.

OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
 Attended Maine Biz Momentum convention.
 Attended Maine Development Foundation annual meeting.
 Followed up on two new business interests considering expansion to City.
 Participated in Community Listening Session in regards to development of Cultural Plan.
 Met with representatives of major festivals to discuss future plans.
 Met with WWTP and representative from Midcoast Economic Development District to plan for grant application for sewer projects.

OFFICE OF THE CODE ENFORCEMENT OFFICER
 John attended the City Council Agenda Setting Meeting on 10/6/14 and the
Planning Board Meeting on 10/7/14.
 John Root, along with the Fire Dept., performed a pre-conveyance inspection of a multi-unit building on Lindsey Street.
 Final inspection was done for a Certificate of Occupancy at the new Paint Booth
Building at Journey’s End Marina, 117 Tillson Ave.
 There were four complaints filed this week.
 The following permits were received by the Code Office this week:
o 1 Building permit
o 4 Electrical permits
o 6 Plumbing permits
o 1 Sewer Connection permit

 OFFICE OF THE GENERAL ASSISTANCE ADMINISTRATOR
 Handled General Assistance inquiries.
 Met with clients who had scheduled appointments.
 Made appointments for clients who did not have any scheduled.
 Updated General Assistance paperwork and client files.
 Filed interim assistance request with Social Security Administration.
 Met with case workers from the Knox County Homeless Coalition.
 Filed reports with Department of Health & Human Services.

OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
 We completed a CCTV inspection of the sewer main on Edwards Street. Smoke testing had detected a possible leaking sewer lateral at 22 Edwards.
 Met with Maine Water to discuss relocation of the hydrant in front of our main
building.
 Checked a sewer backup at 20 Gamage Street. Determined it was caused by a
failed private pump station.
 Met with the Coast Guard to review videos of the pipeline on the Coast Guard
base that show apparent seawater infiltration.
 Completed surveys and inspections of the manholes on Tillson Avenue.
 Spoke with O’Hara Corp. regarding leaking sewer laterals from their property on Tillson Avenue.
 Completed a Dig Safe inspection for Maine Water.
 Met with John Holden to discuss CDBG application for collection system repairs.
 Met with Greg Blackwell regarding a collapsed sewer main on Lawn Avenue.
 Began inspection and survey of sewer manholes on Atlantic, Ocean and Water
Streets.
 Worked on issues with the Granite Net pipeline inspection software.
 Replaced the gravity belt filter water valve.
 Replaced the drive roller and belt scraper on the belt filter press incline conveyor.
 Removed the FMC equalization pumps from No. 4 Aeration Tank for repair or
replacement.
 Repaired the influent bar rack rake assembly.
 Replaced the No. 3 Plant Water Pump mechanical seal.
 Unsuccessfully attempted to repair the plant water pump discharge pressure
sensor, will have to order a replacement.
 Changed oil and greased the secondary system contact chamber sodium
bisulfite mixer.
 Began winterizing the Wet Weather Treatment System chlorination equipment.
Chlorination season ended on October 1st.
 Piped the gravity belt thickener filtrate to a plant influent pipe to permanently
remove the filtrate from the aeration tanks launder.
 Received word from DEP we will receive a working draft of our new operating
permit in October.
 Working on a quote from Wright Pierce for updating the Plant O&M Manual, per
DEP requirement.
 Advertised for bids to replace two valves on the bypass piping at Glenwood
Avenue Pump Station.
 Working on bid specifications for remaining CIP.
